Item: PUBLIC INPUT - Members of the public may provide comments in writing, in person or in
real time via Zoom to address the City Council on items on the Closed Session Agenda.
eComment: On May 3 the city of Costa Mesa passed Permit Parking changes to their program.
They started later on Oct 2020 and passed it May 2022 before the city of Tustin. They used the
same consultant Dixion unlimited. One can make the assumption based on Public works track
record of being against multi family units that it has something to do with all the delays. Flaws in
the Costa Mesa permit plan are the need for a limit of no more then 3 in addition to the 1 permit
per license driver. A evening program option as opposed to a over night program which under
utilizes parking resources. Also the definition of continuous is extremely vague since some
adjacent streets can have 4 different housing zones and not all may want to participate Does
one get excluded because the housing units between them and single family Holmes don't want
