HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/ENGINEERING DIVISION SUBJECT: APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE BUILDINGS DEMOLITION FOR FUTURE NEW TUSTIN LIBRARY (CIP NO. 1045) SUMMARY The plans and specifications for the building demolition for the future Tustin Library (CIP No. 1045) have been prepared and the project is now ready to be bid. A Final Negative Declaration was prepared and adopted on May 6, 2002. RECOMMENDATION It is recommended that the City Council: 1.) Adopt Resolution No. 06-62, approving the plans and specifications for the building demolition for future Tustin Library (CIP No. 1045), and authorizing and directing the City Clerk to advertise for bids: 2.) Appropriate $3,725,000 from the un- appropriated reserves of the Tustin Legacy Enterprise Fund to return funds used to acquire property for the library project. FISCAL IMPACT The engineer's cost estimate for the project is approximately $200,000. The Fiscal Year 2006-2007 Capital Improvement Program Budget for the Tustin Library Expansion Project (CIP No. 1045) provides sufficient funding in the construction phase for this project. It has been determined that the property's location is best suited for the City's Library Expansion Project. The Health and Safety Code that governs redevelopment law dictates that housing funds used to acquire housing units must be returned to the Agency's Housing Fund if the units will no longer be maintained or resold as affordable housing. The use of Legacy Enterprise funds for this project has been approved as an authorized expense by the Department of the Navy in writing in accordance with the MCAS Tustin Conveyance Agreement and will be used to replenish the Town Center Set-a- Side fund. Serlet Assistant City Manag Director of Public Works/City Engineer Attachments:Resolution No. 06-62 S:\City Council Items~2006 Council ItemsV+pproval of P8S bldg demo for future Tustin Library & Reso 06-62.doc RESOLUTION NO. 06-62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE BUILDINGS DEMOLITION FOR FUTURE NEW TUSTIN LIBRARY (CIP NO. 1045), AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the Buildings Demolition for Future New Tustin Library (CIP No. 1045); and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and 2002; WHEREAS, A Final Negative Declaration was prepared and adopted on May 6, NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Buildings Demolition for Future New Tustin Library (CIP No. 1045) BE IT FURTHER RESOLVED that the City Clerk is herby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 7th day of August 2006.
