CONSENT CALENDAR: None PUBLIC HEARING: Opened the Public Hearing at 10:03 a.m. 1. CONDITIONAL USE PERMIT (CUP) 2022-0003 APPLICANT: Christopher Lee Asel Beauty College 9240 Garden Grove Boulevard, #10 Garden Grove, CA 92844 PROPERTY OWNER: Spencer Gilbreath Gilbreath Family Enterprises, LLC 520 EI Camino Real Tustin, CA 92780 LOCATION: 540 EI Camino Real ENVIRONMENTAL STATUS: This project is Categorically Exempt (Class 1) pursuant to Section 15301 of the California Environmental Quality Act. REQUEST: To establish a vocational school (beauty school/academy) in an existing 2,939 square foot commercial tenant space located at 540 EI Camino Real. RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action 22-004 approving CUP 2022-0003 to establish a vocational school (beauty school/academy) in an existing 2,939 square foot commercial tenant space located at 540 EI Camino Real. Leila Carver, Senior Planner Consultant, presented a Power Point presentation to the Zoning Administrator. Minor clarification edits were made, as follows, to ZAA 22-004, which was the removal of Finding F which was incorrectly incorporated into the Findings, revision to Condition of Approval No. 1.1 (modified date), Condition of Approval No. 2.2, subsection D to modify language Zoning Administrator Agenda May 12,2022 Page 2 regarding the Parking Exception Program, and Condition of Approval No. 2.3 and 2.5 have been combined due to duplication. The Zoning Administrator asked for clarification regarding the number of classes being conducted per day. In response to the Zoning Administrator's question, Carver stated there will be one (1) class with up to 25 students at each day. Mr. Christopher Lee, applicant/owner of Ansel Beauty College, added that his second school (located in Garden Grove) offers cosmetology, barbering, aesthetic and nail programs. The Tustin location is significantly smaller therefore the school would only be offering the cosmetology program. Hurtado confirmed there was no public input received. The Zoning Administrator asked Mr. Lee if he had an opportunity to review the Conditions of Approval, and if he was in agreement with them. Mr. Lee did review the Conditions of Approval and he was also in agreement with the Conditions of Approval. The Zoning Administrator closed the Public Hearing at 10:11 a.m. The Zoning Administrator adopted ZAA 22-004. REGULAR BUSINESS: None. ADJOURNMENT: 10:12 a.m. The date of the next meeting of the Zoning Administrator will be scheduled when items are set for hearing.
