STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER ADOPT RESOLUTION NO. 22-41 TO ACCEPT IMPROVEMENTS FOR THE SIMON RANCH RESERVOIR, BOOSTER PUMP STATION, AND PIPELINE REPLACEMENT PROJECT CIP No. 60114 AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION SUMMARY Construction of the Simon Ranch Reservoir, Booster Pump Station, and Pipeline Replacement Project, (CIP No. 60114), has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council; 1. Adopt Resolution No. 22-41 accepting the construction of the Simon Ranch Reservoir, Booster Pump Station, and Pipeline Replacement Project, (CIP No. 60114), and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT The final construction cost for the Simon Ranch Reservoir, Booster Pump Station, and Pipeline Replacement Project, (CIP No. 60114), is $12,950,837, including change orders totaling $351,767 or 2.7%. Sufficient funds were budgeted and appropriated in the Capital Improvement Program budget. CORRELATION TO THE STRATEGIC PLAN The project furthers Goal B of the City of Tustin Strategic Plan pertaining to Public Safety and the Protection of Assets, in that the project improves vital public facilities which enhance Tustin's readiness in responding to fire and drought conditions. BACKGROUND On February 18, 2020, the City Council authorized the award of a construction contract to Pacific Hydrotech Corporation. The project included replacement of the existing buried, gunite lined, earthen reservoir with a new circular, pre -stressed concrete tank; construction of a new pump station, integrated within the reservoir site; abandonment of a portion of existing 8 inch pipeline serving the existing booster station and 10 inch pipeline leading to the reservoir, replaced by construction of a new 16 inch ductile iron transmission pipeline, approximately 1,600 feet in DocuSign Envelope ID: E82E5848-CC4F-48C5-8B36-73A2C882ED6C NOC Simon Ranch Reservoir Project, CiP 60114 August 16, 2022 Page 2 length, to feed both the new pump station and reservoir; replacement of approximately 1,800 feet of undersized distribution pipeline in various residential streets northeast of the reservoir site within Zone 3; and landscape restoration on the two adjacent City -owned residential properties in preparation for resale. Construction was completed to the satisfaction of the City Engineer on May 27, 2022, followed by a sixty (60) day plant establishment period for the landscaping and irrigation. Said public works and improvement is more particularly described as follows: SIMON RANCH RESERVOIR, BOOSTER PUMP STATION, AND PIPELINE REPLACEMENT PROJECT, CIP No. 60114 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
