ADOPT RESOLUTION NO. 22-44 TO ACCEPT IMPROVEMENTS FOR THE RED
HILL AVENUE MEDIAN IMPROVEMENTS PROJECT CIP No. 70252 AND
AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION
Construction of the Red Hill Avenue Median Improvements Project, (CIP No. 70252), has been
completed to the satisfaction of the City Engineer and is now ready for City Council acceptance.
RECOMMENDATION
It is recommended that the City Council:
1. Adopt Resolution No. 22-44 accepting the construction of the Red Hill Avenue Median
Improvements Project, (CIP No. 70252), and
2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange
County Recorder's Office.
FISCAL IMPACT
The final construction cost for the Red Hill Avenue Median Improvements Project, (CIP No.
70252), is $453,276.67, including change orders totaling $5,077.42 or 1.1%. Sufficient funds
were budgeted and appropriated in the Capital Improvement Program budget.
CORRELATION TO THE STRATEGIC PLAN
The project contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and
Protection of Assets, to ensure Tustin is an attractive, safe and well-maintained community in
which people feel pride. Specifically, the project implements Strategy #5, which among other
items, is to ensure continuous maintenance and improvement of public facilities and ustin's
readiness to drought conditions.
On August 3, 2021, the City Council authorized the award of a construction contract to Marina
Landscape, Inc. The project reconstructed the existing landscaped medians along Red Hill
Avenue between Lance Drive and First Street, including removal of existing substandard height
median curbs and replacement with full height curbs, lengthening of left turn pockets, installation
of median pavers and decorative hardscape, replacement of dead median turf with drought
tolerant plant material and water efficient irrigation systems, and utility relocations. New median
curb elevations were set to correspond to expected finished roadway elevations associated with
the Red Hill Avenue Pavement Rehabilitation Project currently in the design phase.

Construction was completed to the satisfaction of the City Engineer on May 16, 2022, followed by
a ninety (90) day plant establishment period for the landscaping and irrigation ending on July 16,
2022. The project is now ready for City Council acceptance.

RESOLUTION NO. 22-44
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND
AUTHORIZING THE RECORDATION OF THE NOTICE OF
COMPLETION FOR THE RED HILL AVENUE MEDIAN
IMPROVEMENTS PROJECT, CIP NO. 70252
WHEREAS, Marina Landscape, Inc., having a contract with the City of Tustin to
construct the hereinafter described public works and improvement; and
WHEREAS, the City Engineer has duly certified to the construction and
completion of said public improvement hereinafter mentioned in a manner satisfactory
to the City Council of the City of Tustin; and
WHEREAS, the City Council finds that said contractor has completed said public
improvement hereinafter more particularly described in accordance with the provisions
of the contract documents and the Notice of Completion, and acceptance of said public
works and improvement should be filed and payment of the balance due said contract
authorized in accordance with the contract documents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
that said public works and improvement is found to be complete, and the same is
hereby accepted. Said public works and improvement is more particularly described as
follows:
RED HILL AVENUE MEDIAN IMPROVEMENTS PROJECT, CIP No. 70252
BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is
hereby authorized to execute and file a Notice of Completion for the acceptance of said
public works and improvement described herein as required by law.
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 20th day of September, 2022.
