I am emailing you in regards to the above referenced CUP. I know that it has been postponed off of the Planning Commission Agenda for tonight's meeting. For the record as a former City Councilmember I wish to object to the proposed use so close to residential areas and schools.This would, in my mind, certainly be an incompatible use since the building is across the parking lot from a large condominium complex. Plus it is about a block away from Columbus Tustin Middle School.The hours of operation for this proposed Center will be operating as middle school children are walking to school, and certainly pose a potential safety risk. There are also non-gated office buildings very close by, which could also be affected by participants of this proposed use. I would ask that the Planning Commission decline this CUP use as being incompatible to the other surrounding uses. Thank you. She had further questions about the notification radius that was used and I provided her with Raymond's contact details. Unfortunately, I will probably not be able to attend the public hearing tomorrow as I had hoped to provide my comments and questions in real time and would appreciate them being contributed to the hearing. I was unaware of this project until some members in my community approached me about signing a petition against this.They were not able to give me much information other than their concerns about the likelihood of an increase in homeless people in the area and encampments coming to the city as a result of approving this facility. I believe in providing resources and support for those suffering from drug addiction. We have a terrible drug epidemic in this country and it only seems to be getting worse. So I did not sign the petition because I wanted to know more. My brother recently completed his dissertation working with the drug addict community and some of the problems they face. I am not the expert but the little I learned from him showed me how many misconceptions and fears many people have about those suffering from drug addiction. I know the members in my community are good caring people and I can understand their concern. But I want to do my part to make sure any concerns we have are based on fact and not any misconceptions or unfounded fears. Below are some questions I have that could help us to better know the likelihood of there being an increase of hornlessness or an encampment. I am not sure if these have already been asked or answered in a previous hearing but I would appreciate the answers. 1. What acuity of substance abuse are you going to treat?What is the scope of work? 2. What policies will you have for people to stay in the program? 3. Will you have security? ( guards or cameras etc.?) 4. What kind of insurance will you accept? (Private or public or both?) 5. Will the people you treat come to you as a referral or will walk-ins be accepted? 6. Will medication be dispensed daily? I have lived in Tustin for about 8 years and I love it here. We object to the granting of CUP 2022-0009 at 535 E. 1st Street, Tustin, California 92780, for a dispensing drug or methadone clinic operated by California Treatment Services, et al, ("CTS") next door to us, or anywhere nearby in our community. I am personally informed by many colleagues, business associates, neighbors both residential and business, all of whom express their alarm and concern at installation of such a drug dispensing facility on our doorstep, all of whom are within less than three hundred (300) feet from the CTS proposed drug dispensary. We presently have substantial problems with drug induced incidents, homeless invading our buildings on site, sleeping on our doorsteps, needles and all manner of paraphernalia and human waste littered on our entrances and walkways, including destruction of our buildings, hardscape and landscaping. We now experience substantial cases of breaking and entering, destruction of our electrical, telephone, Internet and security systems in our utilities rooms, prying eyes into our offices, and accosting of our employees by drug induced individuals who exhibit erratic and frightening behavior to our employees, clients,patients, customers and children. This already occurs on a frequent basis to the residences and businesses which are within three hundred feet of the proposed CTS drug facility, and beyond. Crime is dramatically escalating in our own community directly due to drugs and homelessness which are causing great local anxiety and distress. I am informed by owners of many nearby businesses that they are increasing their security company personnel at great expense, security measures and seeking to obtain CCW licenses in order to protect their families, employees, customers, clients, as well as residential and business premises. I am also informed many owners and tenants will seek to relocate out of the City of Tustin if this drug facility is opened. The Santa Ana Police have extensive records of drug and other criminal activities at CTS's current location in Santa Ana. Our most recent incident being last week when three men shooting up with needles were discovered in our trash dumpster at 3:OOpm., by an employee who was startled and frightened when she opened the trash area doors. The Police Report should be on file indicating further violations occurring during that incident. I have already been informed if the applicant drug-methadone clinic is approved, many of my clients will not come to our offices in the future out of fear for their safety. I have heard this sentiment from nearby medical, dental, legal, financial, high-end retail, food services, other businesses, and very importantly, from multiple families in immediate vicinity including the apartment homes next door, many with young children. You are in office to protect our City, its residents and businesses as you stated in your Oath of Office, and as in the Honorable Mayor's Welcome Statement which states in part, "[ ] to improve the quality of life for all who live and work here by promoting a healthy balance of safe neighborhoods..." We want our rejection of all forty of our owners to the Planning Commissions CUP to be documented in the body of your public report. We plan to attend the Public Hearing on September 27, 2022. We have heard that the attorney for California Treatment Services has asked for another delay to sometime in November while they amend their petition. We see no reason to delay and see nothing they can say or do that will change the position of the residents and business owners within Tustin that vehemently object to this use being in our city. The Wellington Plaza Owners Association opposes such a delay and we want the public hearing to move ahead as scheduled on September 27, 2022. The attorney has already asked for one delay because when they realized how great the objections from the city toward this use was they decided that they needed more time for the objecting noise to subside. We believe another delay is simply a ploy to try to get the uproar to go down in order for them to try to get through this matter without a public hearing. The buildings behind the proposed buildings is a large pediatrician medical group, and a pediatric dentist. We do not support the type of clientele this will bring to the heart of Tustin. This is not going to serve local Tustin residents, it will be busing and dropping off a troublesome clientele.This should be located by a hospital and one that has the appropriate security to deal with this. This is going to cause issues for our city, our amazing police department, and Tustin should not allow this to happen.This idea was rejected before when a center was proposed on Newport Ave.Tustin didn't want it then, and we don't want it now. As a former resident of Los Angeles I have seen what happens when a clinic like this goes in. We saw numerous drug deals, addicts shooting up outside the clinics, crime increased (both property and individuals), homelessness increased, etc. I currently live on Wellington which is very close to this clinic. There are also numerous schools where kids have to walk by this potential clinic to go to school, etc. I moved to OC to get away from what is happening in LA. Please confirm receipt of this email. To Whom it May Concern, There should not be ANY methadone clinic anywhere in the City of Tustin. We have schools, businesses, residences, etc. within walking distance of this proposed site. I work and live within a few blocks of this proposed site (535 E. First St. Tustin, CA 2nd floor) and I am OPPOSED TO THIS BEING APPROVED. There is a site like this in Santa Ana and the last thing we citizens of Tustin want is to be like Santa Ana. Drug use takes place around that clinic,there are burglaries, people are being robbed, etc. There are homeless people hanging around. I would like confirmation that you have received this email. Appreciate the communication. I am interested in hearing the report from the city.There are zero benefits from a clinic like this in the community.There is documented violence, crime and a significant homeless issue at the clinic in Santa Ana. I also have pics (take by multiple people) during the day and night of the reckless drug and filth caused by the users surrounding the clinic. Tustin does NOT need this. Columbus Tustin Middle School and park are located across Irvine Blvd. from Palmwood and the proposed townhomes. Students from the middle school who walk to school or, perhaps, use public transportation to and from Santa Ana, are walking daily near the area proposed for this treatment center. 1 Drug treatment centers should NOT be located near schools, parks, and residential areas!!! There are available locations, I am sure, in south Tustin out on Red Hill Avenue, near the Orange County Rescue Mission - or something in a more commercial area of Tustin Legacy. We are located next door to the proposed opioid treatment center at 535 E. First Street. Our building operates a senior day center with licenses from the Department of Public Health and Department of Aging to provide health and care services for the elderly. 1 In our building are also a Physical & Occupational Therapy Center, a Medical Esthetics Office, and other services to promote wellness. Over the past seven years since our company operated this building, we have had to deal multiple times with the homeless breaking in, loitering on our property, sleeping, littering, defecating, tampering and even damaging our building (including smashing windows). We can only forsee things getting worse if this drug treatment center opens. It doesn't help that we are at the end of the bus line. But with the drug treatment center next to us, it is highly worrisome that a loitering situation will arise from drug addicts and the homeless, whose excuse is that they are undergoing treatment at this center. And with the clinic opening at 5 am, what better excuse than to hang around our building after hours, waiting for the center to open. We are all for recovery and wellness. However, this should be in a location that does not create problems for neighboring businesses and their clientele, and we doubt the City, the Treatment Center and Tustin Police can guarantee that no problems will arise from this operation. We oppose the application as it will be injurious and detrimental to the surrounding area. My wife and I moved to Tustin in July 1999.We raised our children in our home located at the cross streets of Irvine Boulevard and Prospect. I started a business 12 years ago in 2010 in Tustin, a half mile away from our home at the cross streets of Fashion Lane and 15t Street. We, like many in our community, are saddened and troubled by the increase of drug addiction and homelessness. We support local charities (such as OC Rescue Mission) and churches (such as Trinity United Presbyterian)to help with the overwhelming need for those suffering in Central Orange County. Healthy communities are the product of their people and the genuine interest they have for their neighborhoods and each other.This balance can be disrupted by outside influences that do not share the same genuine interest for the betterment of the community. The application to open a treatment center for opioid addicts by Acadia Healthcare is an outside influence that will disrupt our community. Acadia Healthcare is a publicly traded company with $2.3 billion in revenue and 20,000 employees nationwide. They are not a local, non-profit, healthcare provider simply caring for those in need rather a public corporation meeting the needs of their shareholders.Their revenue and profitability growth depends on the expansion of treatment centers. They call this expansion a "lever of growth...operating in a highly attractive market" in their financial report. We are a demographic that fits their profile for profitability. There are 10 other treatment centers within a mile radius of this location and there is no need for another within proximity of these homes and businesses.The biggest concern is the sheer number of drug addicts, up to 140 per day, that will seek treatment in this location. Drug addiction and homelessness often correlate with each other and several questions come to mind: How are they transported to our area for treatment?Where do they go after treatment? How long does treatment last(days, weeks, months, years)?What if they do not want to get sober?Will security be increased in all surrounding office complexes and retail centers to prevent an increase in crime and loitering? 1 Over the past 5 years, I have experienced an increase in homelessness around my office building which is across the street from the proposed location. We have had homeless sleeping outside our offices, bathing in our fountain, and breaking into our bathrooms.This will only exacerbate the issue by adding more potentially homeless people to the area. I feel for our police department which have done an incredible job ebbing the tide of homeless that attempt to loiter in our area. But there is a threshold where the balance swings and it's impossible to keep up with the tide and we find ourselves overwhelmed.This treatment center, treating up to 140 addicts per day, could tip the scales. I plead with the planning commission to not approve the CUP, it is in the best interests of our community. Thank you for considering. I'm concerned this CUP will bring an undesirable element to the area. I've been told that in places where treatment centers open there is an uptick of theft and break-ins. The sheer amount of people (the proposed 700-800 per week) being treated will bring a high traffic of drug use and related behaviors. This being so close to my business, I would have to move so that my clients would feel comfortable coming to my office. As a massage therapist, my treatment room window is directly across the street from the proposed location. I am very uncomfortable with the idea of this type of business moving into our area. Not only does it feel like a completely out of place business for the type of businesses currently in our area, but I also pride myself on creating a safe and comfortable environment for my clients to feel at ease. I would think that the nearly 150 police reported incidents between January and August of this year at the Santa Ana location would be adequate evidence for the Planning Commission to be dissuaded from giving any consideration to this proposed relocation. This is a family oriented community; the local businesses serve families. The potential danger posed to families and their children residing here is real. There exist in the Santa Ana area a plethora of business parks and other neutral areas where the relocation of the clinic would not pose the same sort of threat. I suggest that the Planning Commission has a moral obligation to the Tustin community it serves to protect it from this potential danger. Thank you for your time.
