Why Are We Here
•2020 CA Water Resource Control Board lowered the PFAS Response
Levels (RL’s) to 10 ppt for PFOA and 40 ppt for PFOS.
•Out of 11 active groundwater wells, 5 are impacted by PFAS and
proactively shut-down.
•Lost production from groundwater wells has been replaced by imported
water (45% of City’s water supply in 2021 was imported water).

Tustin / OCWD Partnership
•Tustin and OCWD have long standing partnership in providing Tustin water
customers with high quality, reliable drinking water.
•Tustin currently operates two water treatment facilities that were also
partnership projects with OCWD.

•May 5, 2021 the City Council approved the PFAS Facilities and Program
Agreement with OCWD

•19 water retailers purchase groundwater for
2.5 million people
PFAS Impact on OC Groundwater Basin
•11 water retailers impacted by 10 ng/L PFOA Response Level
•Up to ~ 1/3 of groundwater basin production (100,000 acre-feet per
year or 32.6 billion gallons per year) unable to be served
•Estimated $50 million/year additional cost for using treated imported
surface water vs. groundwater (costs may vary)

•Planning Study for impacted water retailers
•Pilot testing began for IX,GAC and novel adsorbents
•PFAS policy adopted for design/construct treatment
facilities
•OCWD funding 100% capital costs and 50% of
O&M cost
•Goal: all systems online within 2-3 years

Tustin Main Street Plant
•Preliminary design report identified centralized plant as preferred option
due to space constraints at existing well sites.
•Determined beneficial use of existing Main St. Treatment Plant (same
footprint)
•Construct approx. 2.5 miles of dedicate transmission mains
•Relocate and replace existing onsite nitrate treatment
•Add 8 PFAS treatment vessels to site
•Upgrade existing booster pump station to distribute treated water

Engineer’s Report, Design, DDW Permit
•The Engineer’s Report is complete and finds the project feasible, necessary,
and beneficial
•CEQA is complete
•Design plans and specifications are complete, project is now out to bid.
•Bids are due to OCWD November 29th
