SUBJECT: FRONTIER PARK MOSAIC TILE MURAL PUBLIC ART PROJECT
SUMMARY:
At their October 19, 2022, Regular Meeting, the Community Services Commission
recommended forwarding the design for the Frontier Park Mosaic Tile Mural approved by
the Public Art Committee to the City Council for final consideration.
RECOMMENDATION:
It is recommended that the City Council adopt Resolution 22-54 approving the design for
the Frontier Park Mosaic Tile Mural, which was created via a public input process led by
artist Mike Tauber.
FISCAL IMPACT:
The artist will be paid $8,200 upon completion of the wall mural, which leaves the balance
remaining in the Public Art Fund for the 2022-2023 Fiscal Year at $6,800.
CORRELATION TO THE STRATEGIC PLAN:
This public art project is in accordance with Goal A of the Tustin Strategic Plan to
enhance the vibrancy and quality of life in all neighborhoods and areas of the community.
BACKGROUND:
At their March 16, 2022, meeting, the Public Art Committee selected the Frontier Park
Mosaic Tile Mural, a community engagement public art project led by artist Mike Tauber,
as their next project for the 2022-2023 Fiscal Year.
Thus far, two public meetings for the project have been held at Frontier Park. Community
members were invited to the meetings via social media posts and flyers mailed and hand-
delivered to neighboring residents and the adjacent elementary school. At the first
meeting on August 25, 2022, Mr. Tauber introduced the project and presented four
preliminary designs. Following a discussion of the images and themes, the community
members in attendance were given the opportunity to vote on their two favorite
preliminary designs. Mr. Tauber refined those two designs and brought them back to the
second meeting on September 15, 2022. He again led a discussion of the imagery and
themes of these top two choices, after which the attendees voted on their preferred option

for the project. The final selection depicts Tustin’s parrots in various colors with the
Saddleback Mountain range in the background and a theme of “My Favorite Things.”
Starting in January 2023, the community will again be invited to participate in this project
by decorating individual tile pieces in the project theme, under the guidance of Mr.
Tauber. Then once all of the tiles have been properly prepared, the public will have the
opportunity to install their tiles onto the wall. Staff estimates that the Frontier Park Mosaic
Tile Mural will be completed by March 2023.
As per the City of Tustin Public Art Policy, this selection was forwarded to the Community
Services Commission for recommendation to the City Council for final consideration and
approval.

RESOLUTION NO. 22-54
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN
CALIFORNIA APPROVING THE ARTWORK AS RECOMMENDED BY
THE PUBLIC ART COMMITTEE AND AUTHORIZING THE PARKS AND
RECREATION DEPARTMENT TO EXECUTE AN AGREEMENT WITH
THE ARTIST
WHEREAS, the City Council adopted Resolution 18-17 establishing a City of
Tustin Public Art Policy to commission public art; and
WHEREAS, the Public Art Fund includes an allocation of $15,000 for public art;
and
WHEREAS, the Public Art Committee selected artist Mike Tauber to lead a
community engagement effort to design and implement the Frontier Park Mosaic Tile
Mural project; and
WHEREAS, the Public Art Committee has made recommendations to the City
Council with regard to approving the design for the Frontier Park Mosaic Tile Mural
project submitted by Mike Tauber and created with public input as set forth in the
accompanying staff report.
NOW , THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin
hereby approves the design recommended by the Parks and Recreation Department
and authorizes the Director of Parks and Recreation to execute an agreement with the
artist as recommended by the Public Art Committee in a total amount not to exceed
$8,200; and
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 1st day of November 2022.
