NOTICE REGARDING PUBLIC PARTICIPATION
To watch the meeting, the public may observe the meeting in person in the Council Chamber
or via the City's Granicus service at https://www.tustinca.org/282/Meetings-Agendas or on
the local Cox Channel 851.
To participate and/or comment on one or more items, do the following:

Community members who wish to verbally address the Planning Commission
during a public meeting may attend the meeting in person or join through Zoom.

PUBLIC INPUT:
At this time, any member of the public may address the Planning Commission on matters
which are not listed on this evening's agenda, provided the matter is within the subject matter
jurisdiction of the Planning Commission.
CONSENT CALENDAR:
All matters listed under the Consent Calendar are considered to be routine and will be
enacted by one motion without discussion. Persons wishing to speak regarding Consent
Calendar matters should file a "Request to Speak" form with the Planning Commission.
1. APPROVAL OF MINUTES — SEPTEMBER 27, 2022
RECOMMENDATION:
That the Planning Commission approve the Minutes of the September 27, 2022
Planning Commission meeting, as provided.
2. APPROVAL OF ACTION MINUTES — SPECIAL MEETING — WALKING TOUR —
OCTOBER 11, 2022
RECOMMENDATION:
That the Planning Commission approve the Action Minutes of the Special Meeting
held on October 11, 2022.
3. APPROVAL OF MINUTES — SPECIAL MEETING — OCTOBER 27, 2022
RECOMMENDATION:
That the Planning Commission approve the Minutes of the Special Meeting held on
October 27, 2022, as provided.

4. FINDINGS REQUIRED BY AB 361 FOR THE CONTINUED USE OF
TELECONFERENCE FOR MEETINGS
In order for the Planning Commission to continue to have the option to meet via
teleconference during the pandemic, AB 361 requires the Commission to make
specific findings at least every thirty (30) days.
RECOMMENDATION:
Make the following findings by a majority vote of the Planning Commission:
a. A state of emergency has been proclaimed by California's Governor due to the
COVID-19 pandemic, and continues to be in effect;
b. The Planning Commission has reconsidered the circumstances of the state of
emergency; and
c. Local health officials continue to recommend measures to promote social
distancing.
5. SUMMARY OF PROJECTS
The Summary of Projects reports provides a summary of projects and activities from
the Community Development and Public Works Departments to the Tustin City
Council. The report focuses on the status of projects that the Planning Commission,
City Council, Zoning Administrator, or staff approved; historic preservation projects;
Code Enforcement activities; major construction and improvement projects; and,
other items of interest.
RECOMMENDATION:
That the Planning Commission receive and file this item.

RECOMMENDATION:
That the Planning Commission adopt Resolution No. 4459 approving CUP 2022-

consisting of a new 72-foot high, mono-eucalyptus with ancillary ground-mounted
equipment at 14451 Myford Road.
RECOMMENDATION:
That the Planning Commission adopt Resolution No. 4460 approving CUP 2022-0013
and DR 2022-0022, requesting to construct and operate a stealth major wireless

10. LEGISLATIVE UPDATE — NOVEMBER 2022
Staff will be providing a brief update to the Planning Commission on newly enacted
legislation, including AB 2097, AB 2011 , and SB 6.

11. STREAMLINE TUSTIN INITIATIVE & NATIONAL COMMUNITY PLANNING
MONTH
This agenda report provides an overview of the City of Tustin's Streamline Tustin
Initiative, which encompasses a multi-faceted effort in streamlining City procedures
led by the Community Development Department. The Streamline Tustin Initiative is a
comprehensive undertaking, which leverages innovative technology to improve
government processes for Tustin businesses and residents. With the onset of COVID-
19 during 2020, the City of Tustin pivoted to quickly refine routine City services that
were previously completed in-person or on paper, such as building plan reviews and
entitlement processing. Throughout 2021 to the present, the City has continued to
innovate and refine its procedures to not only adapt to the realities of the pandemic,
but to further streamline navigating City processes for staff, businesses, and residents
alike.
RECOMMENDATION:
That the Planning Commission receive and file this report, and adopt Resolution No.
4458 recognizing October as National Community Planning Month.
