RECOMMENDATION
That the Planning Commission approve the nomination of 450 West Third Street to the
City's Historic Register Plaque Program and select "Wilson House - 1924" as the most
appropriate historical name and 1924 as the date of construction of the property.

CONSISTENCY WITH HCRA ANNUAL WORK PROGRAM
Per the 2022 Historic and Cultural Resources Advisor Work Program, the nomination of
two (2) historic plaques were stated as a goal. This application satisfies one (1) out of the
two (2) plaque nominations stated in the 2022 Annual Work Program.
BACKGROUND AND DISCUSSION
Owners of historic homes or commercial buildings in Tustin are eligible to participate in
the City's plaque designation program, called the Tustin Historic Register Plaque
Program. The purpose of the voluntary program is to recognize Tustin's historic
properties, educate the public, increase public interest in historic properties, and promote
community pride. The plaques display the construction date of the building, up to two (2)
lines of text, and the words "Tustin Historic Register." The bronze plaques may be
mounted on the residence or set on metal stakes.
The program guidelines require nominations to be
provided to the Tustin Preservation Conservancy and ,
the Tustin Area Historical Society to identify the proper
name and date of construction. For residences, the
historical property name has recognized the most
prominent owner or occupant of the residence or, when
no prominent owner or occupant can be identified, or
when the surname could be associated with more than r ;
one (1) prominent resident, naming the building after
the owner/occupant with the longest tenure in the
building is an option. This criterion distinguishes the
residence from other residences in Old Town Tustin,

Charles McCance are nominating their property at 450
West Third Street for inclusion on the Tustin Historic Register Plaque Program. The
inclusion of the building in the City's Historic Register Plaque Program recognizes the
building as a significant example of the Craftsman architectural style within the City's
Cultural Resources District. This property is also significant because of its association
with early Tustin residents and was constructed in 1924. The structure has a 513 rating in
the 2021 Historical Resources Survey (Attachment B) which indicates that the structure
is a contributor to a fully documented district that is designated or eligible for designation
as a local historic district, overlay zone, or preservation area under an existing ordinance
or procedure.
For the subject property, "Wilson House - 1924", is an appropriate name based on the
longest tenured owner of the structure. Records obtained from the Orange County
Assessor's Office indicate that Charles and Clara Wilson purchased the property on

January 8, 1924 from Alice M. Hubbard and Clara Macomber, and that the Wilson's
resided in the home until at least 1969. As forty-five (45) year residents, the Wilson's had
the longest tenure and were the second owners of the property between the period of
1924 to 1969. The Tustin Preservation Conservancy and Tustin Area Historical Society
have both reviewed and agreed with this recommendation for the name and year built for
this historical plaque.
The property is comprised of two (2) lots and was sold for $5,000.00 in 1924, an
expensive house for the time, possibly due to the wide walnut molding used around the
ceiling in each room. Mr. Wilson was a water well contractor who worked in Tustin for the
Irvine Company. He was recognized in 1945 when he brought in the deepest known
water well using one (1) continuous string of sixteen (16) inch stovepipe casing. The well,
which was located on the Borchard Ranch on Ritchey Street in Santa Ana, was a record
1,475 feet deep.
According to the 2021 Survey, this building is significant as an example of the Craftsman
architectural style, which was prolific in the early 1920s within the City of Tustin. The
structure has the following character defining features which include, but are not limited
to the following:
• Craftsman architectural style with front facing porch roof with dentil trim, returns,
and double louvered vents accenting gable faces
• Narrow wood clapboard siding covering the exterior
• Exterior single, paired and double hung windows with decorative wood trim
• Projecting concrete partial-width porch with wood and brick columns

CONCLUSION
Based on the naming criteria designated by the Planning Commission, staff recommends
that the Planning Commission, in their capacity as Historic and Cultural Resources
Advisors, approve the plaque designation with the name `Wilson House - 1924", due to
the longest tenure of the property.

The property appears eligible for listing as a City of Tustin Cultural Resource as an embodiment of significant patterns of residential development in
Tustin during its transitional development period from 1914 to 1945. Constructed in 1924, it is an excellent example of an intact 1920s residence in
this part of the city and retains sufficient integrity to convey its association with historic patterns of residential development.

facing gables and the front facing porch roof, the building has character defining features such as dentil trim, returns, double louvered vents
accenting the gable faces,narrow clapboard siding covering the exterior and tapered wood columns
In addition, it is important because of its association for early Tustin residents. Charles and Clara Wilson built the house for $5,000, an

A Tudor-style roof, with a hippedpeak on both the side-facing gables and the front-facing porch roof, crowns the Colonial
Revival bungalow at 450 Third Street. Dentil trim,returns,and double louvered vents accent the gable faces. Narrow clapboard
siding covers the exterior. 'The porch is supported by tapered wood columns, resting on piers built of two colors of grey brick.
The wide front door, accented with a row of narrow diagonally-placed beveled glass windows, is flanked by multi paned sidelights.
Plate glass windows, flanked by narrow double-hung sidelights,are Iocated on each side of the front door. A matching window set
can be seen under the.double gable on the west facade. A pair of double-hung windows,which occupy the space near the east end
of the front facade, match those used throughout the rest of the house.
SIGNIFICANCE:
Charles and Clara Wilson acquired this property -2lots - in 1924 from Alice Hubbard and owned it until 1969..Wilson built the
house for $5,000, an expensive: house for those days,possibly because of the wide carved walnut molding used around the ceilings
in each room. Wilson was a water-well contractor,working in Tustin and for the Irvine Company, He received recognition in 1945
when he brought in the deepest known water well using one unbroken strung of 16-inch stovepipe casing. The well, located on the
Borchard ranch on Ritchey St., Santa Ana,was 1475 feet deep.There are few Tudor Revival homes in Tustin. This one is a good
example of that style and representative of the size and general shape being built by the average resident of Tustin during the
1920`s.
