" .,.. ...__ -•-` 225 South A Street Year 2022 225 South A Street November 8, 2022 Page 2 CONSISTENCY WITH HCRA ANNUAL WORK PROGRAM Per the 2022 Historic and Cultural Resources Advisor Work Program, the nomination of two (2) historic plaques were stated as a goal. This application satisfies one (1) out of the two (2) plaque nominations stated in the 2022 Annual Work Program. BACKGROUND AND DISCUSSION Owners of historic homes or commercial buildings in Tustin are eligible to participate in the City's plaque designation program, called the Tustin Historic Register Plaque Program. The purpose of the voluntary program is to recognize Tustin's historic properties, educate the public, increase public interest in historic properties, and promote community pride. The plaques display the construction date of the building, up to two (2) lines of text, and the words "Tustin Historic Register." The bronze plaques may be mounted on the residence or set on metal stakes. The program guidelines require nominations to be provided to the Tustin Preservation Conservancy and II. the Tustin Area Historical Society to identify the proper name and date of construction. For residences, the historical property name has recognized the most dd 91 prominent owner or occupant of the residence or, when no prominent owner or occupant can be identified, or when the surname could be associated with more than one (1) prominent resident, naming the building after the owner/occupant with the longest tenure in the • ' building is an option. This criterion distinguishes the residence from other residences in Old Town Tustin. Example Plaque Display: The current property owner, Howson Fong, is nominating Tustin Garage Building on EI the property at 225 South A Street for inclusion on the Camino Real/611 Street Tustin Historic Register Plaque Program. The inclusion of the building in the City's Historic Register Plaque Program recognizes the building as a significant example of the California Craftsman Bungalow architectural style within the City's Cultural Resources District. This property is also significant because of its association with early Tustin residents and was constructed in 1913. The structure has a 5B rating in the 2021 Historical Resources Survey (Attachment B) which indicates that the structure is a contributor to a fully documented district that is designated or eligible for designation as a local historic district, overlay zone, or preservation area under an existing ordinance or procedure. 225 South A Street November 8, 2022 Page 3 For the subject property, "Harbottle House - 1913" is an appropriate name based on the longest tenure in the building, Records obtained from the Orange County Assessor's Office indicate that the Harbottle Family had a long association with the property which dates back to 1939. John and Florence Harbottle originally purchased the property on September 13, 1939, and the family was associated with the property until it was sold in 1983. The Tustin Preservation Conservancy and Tustin Area Historical Society have reviewed and agreed with this recommendation for the name and year for this historical plaque. According to the 2021 survey, this building is a significant example of the Craftsman architectural style, which was prolific in the early 1920's, in the City of Tustin. The property is an embodiment of the earliest patterns of residential development in Tustin. It was the first house to be built on its side of the street on the 200 block of A Street; and is a rare and remaining example of an intact early twentieth (201h) century Craftsman Bungalow home. The home retains sufficient integrity that conveys its association with early historical patterns of residential development from as early as 1870-1913. This property is also significant, because of its association with important people in Tustin's history. Early owners included pioneer George Freeman, who arrived in Tustin in 1874 and George Hubbard, a civil engineer, and Fred McClain real estate developer, of Santa Ana. Many homes built in Tustin during 1920s are of the Craftsman Bungalow style. The character defining features of this residential building include, but are not limited to the following: • Craftsman architectural style with front facing gabled roof, with single beam ends, and exposed rafter tails and lattice work venting • Original, restored narrow clapboard siding • Large double hung window with narrow double hung sidelights and a single double hung window at the front fapade • Red brick chimney located to the east of the open porch, surrounded by small windows 225 South A Street November 8, 2022 Page 4 p Red brick chimney IIII Wood clapboard siding Exposed Rafter Tail • Wood double-hung windows CONCLUSION Based on the naming criteria designated by the Planning Commission, staff recommends the Planning Commission, in their capacity as Historic and Cultural Resources Advisor, approve the plaque designation with the name "Harbottle House - 1913", due to the longest tenure of the property. A two-car garage.built in the 19501's is located in the near yard.. This bungalow is one of four in a row built during Tustin's Craftsman period. Since this property was surveyed, the owners have removed the asbestos siding and are restoring the original clapboard siding. SIGNIFICANCE:. 1n 1916, when John and Rosa Poh built this single-story bungalow, it was the first house on this side of the street in this block, Jahn wasa teamster. Earlier owners of the property included pioneer,George Freeman, who arrived in Tustin in 1874; George Hubbard, a civil engineer;Lucy Etta Walker, a nurse; and real estate developer,.Fred McClain of Santa Ana. John and Rosa lived in the house for 7 years before they got a divorce in 1923. Rosa kept this house as a rental for several years. She married Alvin Bauer, a barber, in 1926 and moved to 317 E.First Street in Santa Ana. By 1934 they had divorced and she was living alone at 615 1:. First Street in that city. Rosa rented the house out until she sold it to the Harbottle family in.1939. John Harbottle was a retired attorney and his wife,Florence, was the principal at the Silverado School. Their daughter, Marguerite, lived berg for several years,and was a teacher with the Orange County School District, They had previously lived in Orange. The house contributes to the historic strectscape of A Street and is one of a row of 4 bungalows which are of a compatible size and shape.
