ADOPT THE RESIDENTIAL PARKING ACTION PLAN Dixon Resources Unlimited (DIXON) has prepared the Tustin Residential Parking Action Plan (PAP) on behalf of the City of Tustin (City) to outline the recommended implementation steps and strategies to optimize the preferential permit parking program and parking management within Tustin's residential neighborhoods. This PAP identifies policies, procedures, and management strategies necessary to address the City's current and future parking needs. The PAP highlights important considerations, measures, and best practices to optimize operations. eComment: I have the following questions regarding the Parking Action Plan and would appreciate a response: 1) How do the permits prevent people from parking in front of our homes and leaving their car there for an entire week, moving it for street sweeping and parking it for a week again? This is what we are dealing with currently. 2) If they draw "districts" for parking permit areas, what happens to the streets that already have permits under the current program? Do they go away and all streets in the "district" are subject to the new "district" permit area? 3) Are we still under the requirement to fill our garage plus our driveway before being eligible for a permit? This makes it very difficult to be able to get a car out of the garage with a car in the driveway. My understanding from what I read of the PAP is permits are eligible for each licensed driver. Is that correct? 4) If I understand the PAP correctly, there would be an application fee and then a survey has to get a certain percentage of residents to approve. Are residents of apartments who get surveyed or the property owner of the apartments? Who pays the application fee and how is it collected from all the residents of the "district"?
