Item: 20. ADOPT THE RESIDENTIAL PARKING ACTION PLAN Dixon Resources Unlimited
(DIXON) has prepared the Tustin Residential Parking Action Plan (PAP) on behalf of the City of
Tustin (City) to outline the recommended implementation steps and strategies to optimize the
preferential permit parking program and parking management within Tustin's residential
neighborhoods. This PAP identifies policies, procedures, and management strategies necessary
to address the City's current and future parking needs. The PAP highlights important
considerations, measures, and best practices to optimize operations.
eComment: There should be a option for high parking demand and low supply communities to
start enforcement hours before 2am since they may not be able to find parking because of non
residents using the spaces for visitor parking. Since everything is the same program and could
be the same zone having one street start at 2am and the other earlier like 10PM is not a
logistical problem. Many no overnight ordinances like City Hall 12AM, Tustin family and youth
center 7pm, Commercial parking in the industrial zones like Mosher Ave 7PM have earlier hours.
Since some units have people who are not on the lease you have a the potential for the over
issuing of permits and overflow into single family homes. This could cause friction between
communities. As a foot note for historical preservation. The cities permit parking program started
May 4th 1987, Prior to 2008 homes were able to get 4 permits which led to problems. Single
family homes accounted for 58% percent of the respondents on the survey by Dixion.
