ADOPT THE RESIDENTIAL PARKING ACTION PLAN Dixon Resources Unlimited (DIXON) has prepared the Tustin Residential Parking Action Plan (PAP) on behalf of the City of Tustin (City) to outline the recommended implementation steps and strategies to optimize the preferential permit parking program and parking management within Tustin's residential neighborhoods. This PAP identifies policies, procedures, and management strategies necessary to address the City's current and future parking needs. The PAP highlights important considerations, measures, and best practices to optimize operations. eComment: I am strongly in favor of adopting the proposed residential parking plan. I am a resident of Irvine but regularly (2-3 times a month) visit a good friend in the Sycamore Gardens community in Tustin, and every single time the parking situation there has been incredibly inconvenient. I always end up parking several blocks away because there are almost never available spots on Sycamore or Newport, which means if I arrive or leave after dark I feel uncomfortable walking to and from my car. In contrast, I've often noticed the same cars staying in the same or nearby spaces for days or weeks at a time when I visit, including large trailers, RVs, collector cars, and cars with out-of-state or Mexican plates taking up parking that could be used by residents and their temporary guests. Currently it's impossible to know how many of these vehicles are owned (and regularly used) by nearby residents and which ones are being left there by residents with multiple vehicles from other areas. If I'm experiencing this difficulty as a guest, I can't imagine how much harder is it for residents just trying to park near their own homes. I strongly urge the council to adopt the residential parking plan and the permit parking program, but also to consider adding limits to the amount of permits available to each unit. Especially in communities like Sycamore Gardens, I've seen that multi-family units mean there may be additional renters and extended family members of driving age in each unit, each with their own vehicle--failure to add limits mean the parking situation may remain congested. I also noticed the enforcement time for the proposed parking plan is 2am, which is an absurdly late cutoff time, seeming to indicate that residents forced to park further away by lack of spaces should wake up, go out, and move their vehicles closer in the middle of the night when spaces become available. Please consider these additional factors for the residential parking action plan, but even as is this seems to be a deeply necessary step to address acute parking shortages.
