PUBLIC INPUT — Members of the public may provide comments in writing, in person or in

CLOSED SESSION UPDATE — City Attorney David E. Kendig
CLOSED SESSION ITEMS - The Brown Act permits legislative bodies to discuss certain
matters without members of the public present. The City Council finds, based on advice
from the City Attorney, that discussion in open session of the following matters will prejudice
the position of the City in existing and anticipated litigation:
1. CONFERENCE WITH LEGAL COUNSEL—ANTICIPATED LITIGATION -Significant
exposure to litigation pursuant to Government Code § 54956.9(d)(2): (2 cases)
2. CONFERENCE WITH LEGAL COUNSEL — ANTICIPATED LITIGATION - Initiation

PUBLIC INPUT — At this time, any member of the public may address the Council on
matters which are not on this evening's agenda, provided the matter is within the subject
matter jurisdiction of the City Council.
CONSENT CALENDAR ITEMS - All matters listed under the Consent Calendar are
considered to be routine and will be enacted by one motion without discussion. Persons
wishing to speak regarding Consent Calendar matters should file a "Request to Speak" form
with the City Clerk. (Agenda Items 1 - 7)
1. WAIVE READING IN FULL OF ALL ORDINANCES AND RESOLUTIONS ON THE
AGENDA
Recommendation: That the City Council waive reading in full of all ordinances and
resolutions on the agenda and declare that said titles which appear on the public
agenda shall be determined to have been read by title and further reading waived.
2. APPROVAL OF MINUTES — THE SPECIAL CLOSED SESSION MEETING OF THE
CITY COUNCIL HELD ON NOVEMBER 10, 2022 AND THE REGULAR MEETING
OF THE CITY COUNCIL HELD ON NOVEMBER 15, 2022.
Recommendation: That the City Council approve the Action Minutes of the Special
Closed Session Meeting of the City Council held on November 10, 2022 and the
Regular Meeting of the City Council held on November 15, 2022.
3. RATIFICATION OF PAYROLL AND DEMANDS
The City Council has approved the use of Government Code Section 37208 to
expedite the payment of City of Tustin obligations that are in accordance with the
approved budget or continued operations authorizations.
Recommendation: It is recommended that the City Council approve Payroll in the
amount of $965,193.10 and Demands in the amount of $2,832,787.23.
4. FINDINGS REQUIRED BY AB 361 FOR THE CONTINUED USE OF
TELECONFERENCING FOR MEETINGS
In order for the Council to continue to have the option to meet via teleconference
during the pandemic, AB 361 requires the Council to make specified findings at least
every thirty (30) days.
Recommendation: Make the following findings by majority vote of the Council:

A. A state of emergency has been proclaimed by California's Governor
due to the COVID-19 pandemic and continues in effect; and
B. The Council has reconsidered the circumstances of the state of
emergency; and
C. Local health officials continue to recommend measures to promote
social distancing.
5. HOUSING SUCCESSOR AGENCY ANNUAL REPORT FOR FISCAL YEAR 2021-
2022
In accordance with Senate Bill 341's amendments to Health & Safety Code Section
("HSC") 34176.1(f), the Tustin Housing Authority, serving as the Housing Successor
Agency to the former Tustin Community Redevelopment Agency, has prepared an
annual report for filing with the Tustin Housing Authority Commission and the Tustin
City Council.
Recommendation:
It is recommended the Tustin Housing Authority Commissioners take the following
actions:
1. Receive and file the Housing Successor Agency Annual Report for Fiscal Year
("FY") 2021-2022 and transmit such report to the Tustin City Council.
It is recommended the Tustin City Council take the following actions:
1. Receive and file the Housing Successor's Annual Report for FY 2021-2022.
2. Direct that a copy of the Housing Successor Agency Annual Report be posted
on the City of Tustin's website at www.tustinca.org
6. 2023 LOCAL APPOINTMENTS LIST
Prior to December 31st of each year, the Maddy Act requires municipal agencies to
prepare and post a listing of all Commission/Committee vacancies for the upcoming
year.
Recommendation: Approve the 2023 Local Appointments List for the Planning
Commission, Community Services Commission, Audit Commission, Building Board
of Appeals and Public Art Committee and post notice as required by law.
7. A PROCLAMATION SUPPORTING WOMEN'S EQUALITY AND THE RIGHT FOR
PEOPLE TO PEACEFULLY EXERCISE FREEDOM OF EXPRESSION,
ASSEMBLY, AND ASSOCIATION
A proclamation supporting women's equality and the right for people to peacefully
exercise freedom of expression, assembly and association has been prepared for
the Council's consideration.

Recommendation: That the City Council approve the proclamation supporting
women's equality and the right for people to peacefully exercise freedom of
expression, assembly and association.
REGULAR BUSINESS ITEMS 8-9
8. DECLARING RESULTS OF THE NOVEMBER 8, 2022 GENERAL MUNICIPAL
ELECTION
On November 8, 2022, the City's General Municipal Election was held to elect an at -
large Mayor and one Council Member in District 3.
Recommendation: That the City Council adopt Resolution No. 22-63 declaring the
results and other such matters as provided by law for the November 8, 2022 General
Municipal Election.

DECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD ON
NOVEMBER 8, 2022, AND OTHER SUCH MATTERS AS PROVIDED BY LAW
9. MAYOR PRO TEM SELECTION
The City Council selects a member of the Council who will serve as Mayor Pro Tem
for the following year.
Recommendation: Pleasure of the City Council.
