RIGHT FOR PEOPLE TO PEACEFULLY EXERCISE FREEDOM OF
EXPRESSION, ASSEMBLY, AND ASSOCIATION

A proclamation supporting women's equality and the right for people to peacefully
exercise freedom of expression, assembly and association has been prepared for the
Council's consideration.
RECOMMENDATION:
That the City Council approve the proclamation supporting women's equality and the right
for people to peacefully exercise freedom of expression, assembly and association.
FISCAL IMPACT:
None.
BACKGROUND:
The Tustin City Council is committed to supporting human rights. This proclamation is
designed to demonstrate the City's support of the women's rights struggle in Iran.

PEACEFULLY EXERCISE FREEDOM OF EXPRESSION, ASSEMBLY, AND ASSOCIATION
WHEREAS, the eruption of nationwide protests in the Islamic Republic of Iran began in
September 2022 in response to the death of 22 -year-old, Mahsa Amini. Mahsa, from the Kurdish
minority, was detained by law enforcement for allegedly failing to adhere to hijab (headscarf)
rules and died three days later while in custody; and
WHEREAS, demonstrations have taken place in at least 40 cities throughout Iran, including
the capital Tehran, with protesters demanding an end to violence and discrimination against
women and an end to the mandatory wearing of the hijab; and
WHEREAS, hijabs are obligatory for women in Iran to wear in public, regardless of religion
or nationality. Since the Islamic Revolution of 1979, civil liberties groups continue to spotlight the
suppression of women in the Islamic Republic of Iran. Iranian women have since lost many of
their rights; and
WHEREAS, On September 20, 2022, the United Nations (UN) published a Press Release
urging for an impartial investigation into the death of Mahsa. The UN condemned the reported
unnecessary or disproportionate use of force against protesters, and called on Iran to respect the
right to peacefully exercise freedom of expression, assembly and association; and
WHEREAS, the City of Tustin affirms its support of human rights, including equal rights for
women and minorities and the immediate end of apartheid against women and targeted
religious, nonreligious and cultural minorities; and
NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Tustin hereby
supports women in the Islamic Republic of Iran and peaceful efforts aimed at promoting women's
equality and the right for people to peacefully exercise freedom of expression, assembly, and
association.
