CONSENT CALENDAR: None PUBLIC HEARING: 1. CONDITIONAL USE PERMIT (CUP) 2022-0014 APPLICANT: Jimmy Stafford The Parlor at Stafford Prime, LLC 521 Carnation Avenue Corona Del Mar, CA 92625 PROPERTY OWNER: Rexford Industrial-15771 Red Hill, LLC 555 Anton Boulevard, Suite 901 Costa Mesa, CA 92626 LOCATION: 15771 Red Hill Avenue, Suite 100B ENVIRONMENTAL STATUS: This project is Categorically Exempt pursuant to the California Environmental Quality Act (CEQA) Section 15301, Class 1. REQUEST: A request to authorize the on-site sales and consumption of beer and wine (Type 41 ABC license) in conjunction with a restaurant use located at 15771 Red Hill Avenue, Suite 100B. RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action (ZAA) No. 22-008 approving CUP 2022-0014 to allow on-site sales and consumption of beer and wine (Type 41 ABC license) in conjunction with a restaurant establishment (The Parlor) located at 15771 Red Hill Avenue, Suite 100B. He shared that revisions were made to Condition of Approval No. 2.3 (review authority for changes to hours of operation) and clarification made to Condition of Approval No. 2.1 (on-site consumption to the interior tenant space). The ZA opened the Public Hearing at 10:07 a.m. Mr. Tyler Benson, representative for the applicant, provided background information and the history of the applicant's current catering company and the success he has had with that company. The ZA asked Mr. Benson when the restaurant will be opening. Mr. Benson stated that the applicant is planning on opening the restaurant in early 2023. Hurtado confirmed no additional public input was received. The ZA closed the Public Hearing portion of Item #1 at 10:14 a.m. The ZA adopted ZAA 22-008, as amended. 2. C/O The Remm Group Attn: Ms. Caron Wilson 207 W. 20th Street Santa Ana, Ca 92706 LOCATION: 1641 Edinger Avenue, Suite 101 ENVIRONMENTAL STATUS: This project is Categorically Exempt pursuant to the California Environmental Quality Act (CEQA) Section 15301, Class 1. REQUEST: A request to authorize the on-site sales and consumption of beer and wine (Type 41 ABC license) in conjunction with a restaurant located at 1641 Edinger Avenue, Suite 101. Zoning Administrator Action Minutes October 13, 2022 Page 3 RECOMMENDATION: That the Zoning Administrator adopt Zoning Administrator Action (ZAA) No. 22-009 approving CUP 2022-0015 to allow on-site sales and consumption of beer and wine (Type 41 ABC license) in conjunction with a restaurant establishment (Terra Mia Pizzeria) located at 1641 Edinger Avenue, Suite 101. Khalil provided a Power Point presentation. He noted a minor revision had been made to Condition of Approval No. 2.1 (typographical error). The ZA opened the Public Hearing portion of Item #2 at 10:20 a.m. The applicant, Rodolpho Palacios, provided background information regarding his restaurant. The ZA asked the applicant if he was in agreement with the Conditions of Approval. Mr. Palacios confirmed he reviewed the Conditions of Approval and he was in agreement with them. Hurtado confirmed no public input was received. The ZA closed the Public Hearing at 10:22 a.m. The ZA adopted ZAA 22-009, as amended. REGULAR BUSINESS: None. ADJOURNMENT: 10:24 a.m. The date of the next meeting of the Zoning Administrator will be scheduled when items are set for hearing.
