To:The Tustin Planning Commission;
We have recently been made aware byway of an online forum of a project under consideration by the Tustin Planning Commission for
an outpatient treatment center for opioid addiction at 535 E. 1 st St.
We have lived 1/2 mile away from this location in Tustin for over 30 years and are very concerned about the increase in crime in our
area as well as with all areas of the country. For the first time last year we had what looked to be a drug induced transient approach our
home in the middle of the night and try our front door handle.
Addicts are not criminals for the act of addiction however, addiction often leads to criminal acts;and crime has increased everywhere
including the city of Tustin. No one should be naive to the consequences of opening such a clinic in the area near walkable shopping
and downtown area with a specific plan, elementary school walking routes, full park schedules within several hundred yards and
multifamily complexes within very close proximity.
Being closer to an area with social workers and ambulatory staff available to get addicts the medical attention they need should be the
goal. With the Global Medical Center on Tustin Ave., it seems that the already established SAC Treatment Center or another location in
the immediate area of the hospital would be sufficient for that purpose. We do not need another center 1 mile away.
We are in complete agreement with the very well researched and presented Wellington Plaza Association comments and are
respectfully requesting that you NOT approve the CUP for this project.

Subject: No Meth Clinics in our Cities
Good evening Ray,
I hope you and your family are doing well.
Please make an effort to keep our cities safe and avoid the approvals of all Meth Clinics and Mariguana shops in our
beautiful Orange Country.
Thank You !!!
John 14:6 (NLT): "6 Jesus told him, "I am the way, the truth, and the life. No one can come to the
Father except through me."
Acts 4:12 (NLT): (Referring to Jesus The Bible says) "12 There is salvation in no one else! God has given no other name
under heaven by which we must be saved."
Romans 10:9-11 (NLT): "9 If you openly declare that Jesus is Lord and believe in your heart that God
raised him from the dead, you will be saved. 10 For it is by believing in your heart that you are made
right with God, and it is by openly declaring your faith that you are saved. 11 As the Scriptures tell us,
"Anyone who trusts in him will never be disgraced."
John 11:25-26 (NLT): "25 Jesus told her, "I am the resurrection and the life. Anyone who believes in me will live, even
after dying. 26 Everyone who lives in me and believes in me will never ever die. Do you believe this, Martha?""
John 1:10-13 (NLT): "10 He came into the very world he created, but the world didn't recognize him. 11 He came to his
own people, and even they rejected him. 12 But to all who believed him and accepted him, he gave the right to become
children of God. 13 They are reborn—not with a physical birth resulting from human passion or plan, but a birth that
comes from God."
May the grace, peace, love and the blessings of God The Father and Jesus Christ,The Only Lord and Savior, be with
you.
In Christ,

Dear sir,
Please do not allow a methadone clinic to open in Tustin. I used to live by one in San Diego, and the area
turned from nice to awful. Theft, assaults, graffiti, people camping out near the clinic and urinating in the streets.
The smell was awful, and statistically they don't get better from methadone. Thank you for reading.

Denise O'Sullivan (North Tustin resident)

1 am a resident of Tustin and mom of 4. 1 also work in Tustin off Newport Ave. I strongly oppose the methadone clinic
being considered at 535 E. First Street in Tustin.
This location is too close to Columbus Tustin middle school where children will be coming to and from school during the
clinics hours of operation which creates a heightened safety risk. This location being across the street from
condominiums, also near businesses not only affects real estate value in a negative way but once again creates a safety
risk. This location is not suitable for the clinic.

Its ruining our city. Please don't give them another reason for more to come here. Keep us safe!

Hi,
I am a resident of Tustin, I own a business in Tustin, and a mom to 4 children in Tustin schools. We moved to Tustin 5
years ago from Costa Mesa, because we loved the small community feel of Tustin and the charming walkability of the
downtown. Putting a methadone clinic near the main part of Tustin makes no sense. My family and I eat at restaurants
and shop in Old Town Tustin and if I have to worry about the safety of my family we will go to a different city to eat and
shop.
My other concern is the proximity to Columbus Tustin and Peppertree Park. Both of these places are intended to be
places for children. The methadone clinic would bring people that have the potential to be unsafe for children. Please
reconsider this clinic and find a better alternative away from children and Old Town.
If there are additional people I should talk to with my concerns please let me know.
Thank you,
Erin

Thank you SO MUCH for realizing the need for a methadone clinic in Tustin! This clinic is sure to help decrease the
homeless population there, as methadone clinics have such high success rates! This will really help Tustin continue to be
a desirable place for families to raise their children free of crime. If only the knife-wielding man fatally shot in Tustin the
other day had access to methadone, all would be well. This will also help with an influx of addicts from Santa Ana who
already have their fair share. Distribute the wealth and help! I,for one, would love a methadone clinic to be put next to
my home, so my small children can see firsthand the importance of helping people who suffer from this disease that
could randomly attack anyone! You never know just when heroin addiction will strike. Please also consider giving out the
safe crack pipes from the Biden administration on every street corner. Additionally, please help bring more graffiti to the
city of Tustin so that it really has that urban feel.Thank you for all you do!

Hello, I think it's an excellent idea to have a methadone clinic where people who wanna get help have a place to go.
What really needs to happen is to open more rehab centers if you're on Medi-Cal and you wanna go to rehab or detox
there's a 2 to 3 week wait for a bed. addicts don't have time to wait two and and three weeks. However, if you have
private insurance, you can be at a rehab facility the same day up in Malibu in million dollar homes on the beach getting
massages and yoga there needs to be some fairness for the people who don't have private health insurance it's
absolutely and utterly ridiculous.

Hi Mr. Barragan,
I am begging you to reconsider the Clinic at 535 E. First St. We live in the condo's right next to this location.
As a mom of 3 young kids that I homeschool, this is my worst nightmare. Why on earth would I want to let
my kids out to play if they are going to be surrounded by this. We have already seen an influx of homeless
people coming into our gated community, so much so I can't trust to let my kids out to play unless I am
right with them. Who wants to live in fear of going outside your door!! This is not fair to our community,
especially when there is another clinic just down the street in a more industrial/commercial community.
Please reconsider the location and what you are doing to our community and our safety.
Sincerely,
Lauren Usami

Mr. Barragan,
I am writing as a resident of Tustin to express my concern regarding the consideration of a methadone clinic at 535 E
First Street.
Please take into consideration the actual effects of the activities of such a clinic as demonstrated at existing, similar
clinics. There is no judgement of the patients, just an assessment of how the surrounding area will be affected. It is the
right of Tustin residents to oppose this use of a commercial building based upon proven, negative consequences to the
surrounding businesses. I have learned from volunteers at a school property near the existing clinic in Santa Ana that
security breaches at the school have increased tremendously due to patients behaving dangerously on school grounds
as they linger about the clinic. Medical waste and trash on surrounding properties have also increased due to patients'
unlawful loitering.
Thank you for your time and consideration of this concern.
