SUBJECT: 2023 COMMISSION VACANCIES
SUMMARY:
Due to term expirations and vacancies, staff is requesting that the City Council provide
direction on the preferred process to fill upcoming vacancies on the Planning, Audit, and
Community Services Commissions and the Building Board of Appeals.
RECOMMENDATION:
Pleasure of the City Council.
FISCAL IMPACT:
None.
BACKGROUND:
Term Expirations
On March 1, 2023, the terms for the following will expire: Planning Commissioners Lisa
Chu and Amy Mason; Community Services Commissioners Ken Henderson and Amy
Nakamoto; and Audit Commissioners Robert Ammann, Dan Erickson and Craig
Shimomura.
On February 5, 2023, the terms of the following will expire: Building Board of Appeals
Members Rafat Abbasi, Fred Moore, Scoba Rhodes.
Vacancies
On June 1, 2022, Building Board of Appeals Member John Parker submitted a let ter of
resignation due to a change in residency outside the city’s jurisdiction thus resulting in a
vacancy.

Audit Commissioner Robert Ammann will not seek a second term.
Actions for Council’s Consideration
Options include:
1. Upon receiving confirmation of their interest to continue to serve, reappoint current
Commissioners and Board Members whose terms will expire; direct the City Clerk
to solicit applications for the remaining vacancies; and appoint an ad hoc
committee of two Council Members to interview candidates for the remaining
vacancies and make a recommendation to the full City Council; or
2. Upon receiving confirmation of their interest to continue to serve, reappoint current
Commissioners and Board Members whose terms will expire; direct the City Clerk
to solicit applications for the remaining vacancies; and the full City Council
interviews the candidates for the remaining vacancies; or
3. Direct the City Clerk to solicit applications for all upcoming vacancies; invite the
incumbents to reapply; and appoint an ad hoc committee of two Council Members
to interview the candidates; or
4. Direct the City Clerk to solicit applications for all upcoming vacancies; invite the
incumbents to reapply; and the full City Council interviews the candidates; or
5. Pleasure of the City Council.
Please note: Should the full Council choose to interview the candidate s, the interviews
will take place during a public meeting in order to comply with The Brown Act. Should the
Council choose to move forward with an ad hoc committee, the Mayor will appoint the
members.
Upon direction from the City Council, a public notice seeking candidates to serve on said
commissions will be published in the Irvine News, posted on the City’s website and public
notice board and distributed to the interest list. The notice will include qualifications,
duties, and meeting dates. In addition, staff will notify individuals on the commission
interest list.
