THE PROPERTY AT 530 W. SECOND STREET
RECOMMENDATION
That the Planning Commission approve the nomination of 530 W. Second Street to the
City of Tustin Commendation Program and Historic Register Plaque Program and select
the name "Satterwhite-Brown House" and the date "1917" as the most appropriate
historical name and date of construction for the property.

DISCUSSION
Commendation Program
In July of 2007, the Planning Commission received a request from the Tustin Preservation
Conservancy to assume responsibility for administering the City of Tustin Historic
Register Program and the Commendation Program.
The Planning Commission directed staff to develop revised procedures in which the
Tustin Preservation Conservancy and the Tustin Area Historical Society would assist the
Planning Commission by collaborating in the review of plaque nominations and by
submitting commendation nominations to the Planning Commission on an alternating
basis. The revised draft procedures were approved by the Planning Commission on
October 23, 2007.
On November 6, 2007, the City Council approved new procedures for the City of Tustin
Commendation Program. The City's Commendation Program recognizes an Old Town
property for its outstanding merit and a decorative sign is displayed at the property, and
the owner is provided with a City-paid plaque and recognized at a City Council meeting.
Commended properties are automatically nominated to the City's Historic Register
Program (discussed below). As of 2022, eighteen (18) residential and commercial
properties have been commended into this program. The most recent nomination was
approved on February 25, 2020 for the property located at 330 E Camino Real (Morning
Lavender).
Historic Register Plaque Program
Owners of historic homes or commercial buildings in Tustin are eligible to participate in
the City's plaque designation program, called the Tustin Historic Register Plaque
Program. The purpose of the voluntary program is to recognize Tustin's historic
properties, educate the public, increase public interest
in historic properties, and promote community pride. '�I
The plaques display the construction date of the XN
building, up to two (2) lines of text, and are identified
with the words "Tustin Historic Register." The bronze FK
plaques may be mounted or set on metal stakes. 1915
Properties that are recognized through the City's
Commendation Program are provided with a plaque L11�1
that is paid for by the City of Tustin.
Nomination forms are obtained from the Community Development Department. Anyone,
including the Commission, may nominate properties to be included in the Tustin Historic
Register Plaque Program.

Property Description - 530 W. Second Street
The Community Development Department is nominating the property located at 530 W.
Second Street as an outstanding property in Old Town Tustin. While the Tustin
Preservation Conservancy, the Tustin Area Historical Society, or anyone may nominate
a property for commendation; this recommendation is a City-initiated nomination to
recognize this property.
In 2022, the current property owners, Mr. & Mrs. John Garcia, completed a renovation of
the property. The renovation included an interior remodel of the original residence and
original detached two (2) car garage with construction of a new 590 square foot accessory
dwelling unit (ADU) located on top of the detached garage at the rear of the property
(Figure 2). Furthermore, on November 15, 2022, the City Council approved this property
to be included as part of the Mills Act Program as a contributor to the City's historic
heritage.
The California Craftsmen style residence at 530 W. Second Street was built in 1917 and
is listed with a "513" rating in the 2021 Historical Resources Survey which is a rating
assigned to a structure of local significance. The property is located in the City's Cultural
Resources District and is a "contributor" to the District. The period of significance for this
property is from 1914 to 1945.
The City's 2021 Historic Survey for the property (Attachment A) contains a description of
the character defining features of this home including but not limited to decorative single,
double hung and casement windows throughout; a gable front roof, which features that
include bargeboards, exposed rafter tails, brackets and knee braces, wood clapboard
siding, and a wood porch stoop with an entry roof.
James and Sarah Brown were the original owners of four (4) lots on the corner of Pacific
and Second Street. They sold the property at 530 W. Second Street to William and Louise
Satterwhite on January 7, 1922. William Satterwhite married Louise Zigler, a native of
Germany, on October 14, 1905 in Los Angeles, California. They were in the cesspool
business in the late 1920s, although William Satterwhite continued later as a carpenter.
Louise Satterwhite was a member of the Tustin Women's Christian Temperance Union
(W.C.T.U.), founded in 1874, with the primary purpose to combat the influence of alcohol
on families and societies. It was influential in the temperance movements and supported
the eighteenth (18TH) Amendment. She was also a member of the Ladies Aid Society,
along with other influential women in Tustin, including Mrs. Fred Preble, Mrs. Philip Ebel,
Mrs. George Brown, Mrs. Charles E. Bowmann, Mrs. Charles Lambert, Mrs. Alton
Alderman, and others. In addition, Mrs. Satterwhite participated in the Leisure Hour Club
which included discussion and friendly chat over needlework and the Coreopsis Club,
primarily a social club of women in the early days of Tustin.

In 1929, the Satterwhite's moved to a larger home at 200 S. Pacific in the City of Tustin.
William Satterwhite passed away on April 20, 1934. After Mr. Satterwhite passed away,
Mrs. Satterwhite moved to the City of Anaheim and lived there until her death in 1955.
Charles and Zoa Patton were the next owners of the property, and also owned the Tustin
Auto Camp at 135 S. Prospect Avenue, which no longer exists. The Patton's sold the
property in 1940. A later owner of the property, M. Paul Brown, lived in the home between
1962 and 1985. He was a California Highway Patrol motorcycle officer for thirty-eight (38)
years. Mr. Brown was born in Montoya, New Mexico and was named Orange County
Officer of the Year in 1967. He logged over a million miles without an accident during his
career. He was survived by his daughter, four (4) grandchildren and five (5) great-
grandchildren.

CONCLUSION
This property is being nominated for a commendation because it represents an excellent
example of an intact 191 O's residence in this part of Tustin and retains sufficient integrity to
convey its association with historical pattern of residential development. Staff recommends
the Planning Commission forward the nomination to the City Council with a recommendation
of support for the commendation.
If awarded, the property owner would receive a decorative "Outstanding Property" sign to
be displayed at the property until the end of the quarter, a City-paid plaque, and the property
will be recognized at a City Council meeting.
