STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ANNUAL ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT~ ZONE 4, CIP NO. 70022 SUMMARY The plans and specifications for the Annual Roadway Rehabilitation and Sidewalk Repair Project for Zone 4 (CIP No. 70022) have been prepared and the project is now ready for bid. RECOMMENDATION It is recommended that the City Council: 1.Adopt Resolution No. 23-06 approving the plans and specifications for the Annual Roadway Rehabilitation and Sidewalk Repair Project~ Zone 4, (CIP No. 70022), and authorize the City Clerk to advertise to receive bids; and 2.Appropriate $2,600,000 from the Measure M2 Fund (Fund139) and $865,000 from the Gas Tax Fund (Fund130) for sidewalk and roadway repairs and $1,700,000 from the General Fund -Capital Improvement Program (Fund 200) for roadway repairs to meet the City's Measure M2 Maintenance of Effort (MOE) obligation. FISCAL IMPACT This project is part of the City's on-going Maintenance of Effort (MOE) obligation to maintain eligibility for Measure M2 funding. The City's MOE benchmark is recalculated every three years and is currently being evaluated by the Orange County Transportation Authority (OCTA) for the three-year period beginning FY 2023-2024. The benchmark is currently $1,697,045 and staff anticipates it will increase by 1 4%. Any additional General Fund monies needed to meet the benchmark will be requested in the FY 2023-2024 Capital Improvement Program with an equivalent reduction in Gas Tax. The current budget allocation for this project is $200,000 from Measure M2 Fair Share (Fund 139) to complete design. It has been the City's practice to appropriate all necessary funding prior to awarding contracts for construction. The engineer's estimate for the project is $4,600,000 and staff projects an additional $765,000 will be needed for contingency, geotechnical and survey work as well as tree removal and replacement for a total budget of $5,365,000. The General Fund - Capital Improvement Program (Fund 200) only funds eligible expenditures to meet the MOE, while Measure M2 Fair Share (Fund 139) and Gas Tax (Fund 130) fund the balance of work required. Staff expects a substantial amount of the sidewalk repair will occur prior to June 30, 2023 and will be reflected in FY 2022-2023 expenses. Roadway rehabilitation will occur after July 1, 2023 and will be reflected in FY 2023-2024 expenses to meet the City's MOE obligation.
