During the Planning Commission Meeting held on January
10th,2023,the CTC applicant argued that the high crime rate
and transient problem at their Santa Ana Center were not
caused by the clients of the center.
As a result,the applicant asserted that the CTC Center
required a better environment for its clients.Additionally,the
applicant pointed out that the other CTC Centers had not
experienced any issues with crime or transients.
NOT TRUE!

Let's take a look at the images captured earlier this month at
other CTC Centers situated in various cities across California.

I've had conversations with a few local businesses that
expressed deep disappointment and frustration
regarding the negative impact that the CTC Center has
had on the entire community.They also conveyed that
they no longer feel safe.
As depicted in the image below,the property owners
must install barbed wire to safeguard their properties.

At the planning commission meeting,the CTC Regional
Manager aff irmed that the Tustin location was ideal for
their needs due to its second-floor placement,and also
provided easy accessibility for their clients.
Then Why?The majority of the CTC Centers are
located in isolated areas away from the
community.

Why isn't the CTC Center open to having their center located
in an industrial area that the City of Tustin can provide?
The location they are proposing at 535 E. First St is not
suitable because there is already a significant number of
people who are protected under the ADA who will be at risk
from this new ADA group.
To assist the CTC Center's ADA group, the City of Tustin can
allow them to establish their center in an industrial area as a
mitigation measure.
Most of their facilities, both in California and other states, are
situated in industrial areas.
