STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AWARD CONTRACT FOR THE ANNUAL ROADWAY REHABILITATION AND SIDEWALK REPAIR PROJECT -ZONE 4, CIP NO. 70022 SUMMARY Staff is requesting the City Council award a construction contract to the lowest responsive/responsible bidder for the Annual Roadway Rehabilitation and Sidewalk Repair Project -Zone 4, CIP No. 70022. RECOMMENDATION It is recommended the City Council: 1.Award a construction contract to the lowest responsive/responsible bidder, Onyx Paving Company, Inc. in the amount of $4,748,000 for the Annual Roadway Rehabilitation and Sidewalk Repair Project -Zone 4, CIP No. 70022 and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City; and 2.Authorize the transfer of $179,000 within the Measure M2 Fund (Fund 139) from the Citywide Storm Drain Catch Basin Improvement Project, CIP No. 50043 to the Annual Roadway Rehabilitation and Sidewalk Repair Project -Zone 4, CIP No. 70022 to fund the repair of six (6) concrete catch basin lids within the project boundary. FISCAL IMPACT The approved project budget is $5,365,000. Of this, an appropriation of $1,700,000 has been made from General Fund -Capital Improvement Program (Fund 200) to ensure the City's annual Maintenance of Effort obligation under Measure M2 is met. The balance is comprised of $2,800,000 from Measure M2 Fair Share (Fund139) and $865,000 from Gas Tax (Fund 130). The project is fully funded and also includes tree removal and replacement, geotechnical and construction support, and 6.5% construction contingency for unforeseen conditions. The engineer's estimate was $4,600,000. To facilitate the repair of six (6) concrete catch basin lids, staff is requesting the City Council approve a transfer of $179,000 from the Citywide Storm Drain Catch Basin Improvement Project, CIP No. 50043 to the Annual Roadway Rehabilitation and Sidewalk Repair Project-Zone 4, CIP No. 70022. The funding was previously appropriated and results in no new authorization of funding. The repairs are within the project boundary and will be included in the project via negotiated contract change order. CORRELATION TO THE STRATEGIC PLAN Rehabilitation of roadways and repair of sidewalks contribute to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy #1, which among other items, is to ensure continuous maintenance and improvement of public facilities.
