CLANTON, DIRECTOR, PARKS & RECREATION SUBJECT: AUTHORIZATION TO PURCHASE TWO (2) SHADE STRUCTURES FOR THE BARK BARRACKS AT TUSTIN LEGACY PARK (CIP No. 20091) SUMMARY: Staff is requesting authorization to purchase two (2) cantilever disc shade structures for the Bark Barracks (Dog Park) at Tustin Legacy Park project (CIP No. 20091) utilizing the Sourcewell cooperative government purchasing program. RECOMMENDATION: It is recommended that the City Council adopt Resolution 23-19, authorizing the use of the Sourcewell (formerly National Joint Powers Alliance) cooperative government purchasing program (Contract # 010521-LTS-6) for the purchase of two (2) cantilever disc shade structures from Playpower, Inc./USA Shade at the Bark Barracks (Dog Park) at Tustin Legacy Park. FISCAL IMPACT: Funding for the shade structures as a component of the Bark Barracks at Tustin Legacy Park project is in the Fiscal Year 2022-2023 Capital Improvement Program. Utilizing the Sourcewell program for this purchase will provide a 6% savings on the equipment. The total estimated expenditure for the purchase of the shade structures for this project is $48,582. CORRELATION TO THE STRATEGIC PLAN: This project advances the following goals of the City of Tustin Strategic Plan: •Goal A. Economic and Neighborhood Development, Item 6 - by making improvements to existing parks to expand recreational activities. BACKGROUND: In late 2021, staff began developing the idea of a dog park to be located within Tustin Legacy Park. At the start of the design process, a public input session was held on May 18, 2022, in conjunction with the Community Services Commission and NUVIS Landscape Architecture, the project architects. The feedback from the community members in attendance has since been incorporated into the plans. Currently, the project is close to 90% completion of construction documents. In addition to metal umbrellas and multiple trees being added to both the large and small dog areas, each section is also set to include a 15’ diameter single post cantilever disc shade structure featuring a pre-engineered hollow structural steel frame with a framed circular fabric shade (see Attachment 1). These shade structures will provide shade over a picnic table in each area. Sourcewell is a self -sustaining government organization based in Minnesota with over 40 years of dedicated service helping local government, education, and non-profit agencies operate more efficiently. Sourcewell offers contract purchasing solutions that are competitively solicited nationally, generating over 400 awarded contracts that provide access to volume pricing discounts. The use of government purchasing programs is authorized pursuant to Tustin City Code Section 1625c. In addition to the cost savings, purchasing through Sourcewell will also expedite the long lead times for engineering and fabrication that Playpower is experiencing, so the shade structures will be able to be procured in a timely manner and installed during the construction of the Bark Barracks. West, City Manager, is hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for and on behalf of the City of Tustin.
