JORDAN, CHIEF OF POLICE SUBJECT: DONATION OF SURPLUS POLICE EQUIPMENT SUMMARY: Donate used I surplus Tustin Police Vehicle to the Golden West College Foundation for use at the Criminal Justice Training Center I Police Academy. RECOMMENDATION: The authorization to donate one (1) surplus Tustin Police Unit to the Golden West College Foundation for use at the Criminal Justice Training Center I Police Academy. FISCAL IMPACT: There is a small fiscal impact, in that the surplused vehicle would sell for approximately $3500 at the auction. However, this is a small cost in comparison to the good will that will be cultivated with Golden West Police Academy. The Academy does an excellent job of training our recruits. This donation will improve the equipment used at the Academy and enable them to better train their graduates. BACKGROUND: The Criminal Justice Training Center I Police Academy is located on the campus of Golden West College in the City of Huntington Beach, California. The Criminal Justice Training Center is seeking surplus I used patrol vehicles for use by the recruits attending the Police Academy. The surplus unit will be used during required training in order to simulate vehicle stops, patrol procedures and other field problems that are vital to the training and survival of each police recruit. If Golden West College receives the donation of this surplus vehicle, they will be able to continue to provide recruits with the highest-caliber police training available and effectively provide the law enforcement community with Officers who are highly trained. Page 2 Former Unit 3419 (VIN 2FAFP71W81X173937) has been replaced with a new 2006 Ford Crown Victoria CVPI. The old Unit 3419 has been stripped of usable equipment and is ready to be donated to Golden West College. In the past, the City of Tustin has donated surplus equipment and police vehicles to law enforcement agencies, including Golden West College, the Santa Ana School District and the Mexi-cali Police. Typically, the emergency equipment is dismantled and removed from the surplus police units. The Units are then sent to auction and their eventual sale and price are not assured. This authorization would allow us to quickly dispose of surplus equipment and assist the Criminal Justice Training Center at Golden West College and save the cost of labor to remove equipment and sell the equipment on an individual basis. Identify the estimated current market value, obtain the signature of the donor and of the supervisor, and forward to the Vice President of Administrative Services. Vice President of Administrative Services reviews the donation and forwards a recommendation to the College President. After approval by the President, official notification of acceptance will be sent by the Golden West College Foundation.
