CALL TO ORDER: 10:00 a.m.

PUBLIC CONCERNS: Vera confirmed no public concerns received.
CONSENT CALENDAR: None
PUBLIC HEARING: The ZA Opened the Public Hearing item at 10:01 a.m.
1. CONDITIONAL USE PERMIT (CUP) 2023-0004
APPLICANT: Young Park, Orange Roll & Sushi
LOCATION: 139 W. First St., Unit A, Tustin, CA 92780
ENVIRONMENTAL REVIEW:
This project is Categorically Exempt pursuant to Section 15301 (Class 1) of the
California Code of Regulations (Guidelines for the California Environmental Quality
Act).
RECOMMENDATION:
That the Zoning Administrator adopt ZAA 23-002 approving CUP 2023-0004 to
authorize the sale of beer and wine (Type 41) in conjunction with a restaurant located
at 139 W. First St., Unit A.

Wong presented a brief Power Point presentation, which provided an overview of the
applicant's request.
The ZA asked Wong if Condition of Approval No. 2.1 was communicated with the
applicant. Wong confirmed this condition was communicated with the applicant.
The ZA opened the public input portion for this item at 10:05 a.m.
The ZA asked the applicant, Young Park, who joined via Zoom, if he had reviewed the
Conditions of Approval, specifically No. 2.1, and if he was in agreement with the
Conditions of Approval. Mr. Park confirmed he did review the Conditions of Approval
and he was in agreement with them. The ZA reiterated to Mr. Park that all alcoholic
beverages are prohibited in the outdoor seating area (Condition of Approval 2.10). Mr.
Park was in agreement and did not have any questions for staff.
Ms. Hurtado confirmed there was no public input received.
The ZA closed the public input portion for this item at 10:07 a.m.
The Zoning Administrator adopted ZAA 23-002 approving CUP 2023-0004 to
authorize the sale of beer and wine within the restaurant.
The Public Hearing was closed at 10:08 a.m.
REGULAR BUSINESS: None.
ADJOURNMENT: The date of the next meeting of the Zoning Administrator will be
scheduled when items are set for hearing.
