MINUTES OF THE SPECIAL MEETING OF THE FEDERALLY RECOGNIZED LOCAL
REDEVELOPMENT AUTHORITY FOR THE FORMER MARINE CORPS AIR STATION,
TUSTIN (“LRA”), PURSUANT TO THE DEFENSE BASE CLOSURE AND
REALIGNMENT ACT OF 1990, AS AMENDED
3:00 P.M.

1. REUSE PARCEL 18 AT FORMER MCAS TUSTIN

Discussion of progress on the development of Reuse Parcel 18 [County of Orange
(County) Regional Park] and consideration of possible actions by the City Council
acting as the Federally recognized Local Reuse Authority (LRA) for former Marine
Corps Air Station (MCAS) Tustin.
Mayor Clark noted for the record that an updated resolution was circulated to reflect
the correspondence between the LRA and County since the staff report was posted.
The revised resolution and correspondence has been posted online and distributed
to the Council.
Mayor Clark requested that the City Clerk confirm that no one from the County was
present during the meeting. The City Clerk confirmed that no County representative
was listed as an attendee.
It was moved by Mayor Pro Tem Lumbard and seconded by Council Member
Gallagher to:
a) Adopt revised Resolution 21-01: A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF TUSTIN, CALIFORNIA, ACTING AS THE FEDERALLY
DESIGNATED LOCAL REUSE AUTHORITY FOR FORMER MARINE
CORPS AIR STATION TUSTIN REVISING THE EXISTING REUSE PLAN
FOR FORMER MCAS TUSTIN TO EXCLUDE THE COUNTY OF ORANGE
REGIONAL PARK FROM REUSE PARCEL 18
b) Inform the Navy and DOI of the LRA intention to adopt a revised Reuse Pla n
for Reuse Parcel 18, and request that the Navy and DOI revoke the County
PBC for Reuse Parcel 18
c) Direct staff to begin the Reuse Planning process for Reuse Parcel 18
d) Direct staff to work with the Navy on amendment to the existing City license
or an interim lease for maintenance and security for Reuse Parcel 18
e) Direct staff to return to the LRA with several Reuse Plan alternatives that may
include public park components amongst other land uses for Reuse Parcel 18
for consideration at a later date.

Executive Director Matthew S. West Comments
Thanked the City Council for their direction and action; will be a lengthy path but an
obstacle which the City has been dealing with for the past twenty -five (25) years; wished
the process had been easier; City has been trying to be clear with the County o f Orange
on ulterior uses of the site; City has been consistent with the United States Department
of the Interior on what the alternative use process looks like; the Reuse Planning process

will now be able to begin; thanked the Tustin community for their input and patience; will
be inviting applications for public uses; as noted if the County wants to re -think their park
concept or planning use for consideration for Reuse Parcel 18 they can through the Reuse
Planning process; environmental and financial analysis will have to occur; because of the
Federal Reuse Plan; process will have to go through a combined California Environmental
Quality Act (CEQA) and NEPA (National Environmental Policy Act) analysis; not sure of
the City’s role just yet; the City had not planned or budgeted for this but has taken on a
lease agreement for maintenance and security; site preparation has begun; there’s an
opportunity now to start moving forward.
Announced the City can not say what the fate of the North Hangar is; the Reuse Planning
process is only to form a decision for a later date; the City will be back at future public
meetings to review future potential land uses.
Council Comments
Mayor Clark
Requested that staff post information and a timeline on the City of Tustin website so the
community can check-in to see when they can have an opportunity to weigh in or just be
able to check on the status.
Executive Director Matthew S. West
Announced once there’s more clarity on everything, information can be shared on website
however, there will be guidelines due to the Federal Government being involved; once
there is more clarity and a timeline is established with the Department of the Navy and
the Department of the Interior (DOI), they can outline larger milestones and what will
come next.
Mayor Pro Tem Lumbard
Reiterated what Council Member Gallagher and Executive Director Matthew S. West stated,
that the County of Orange can still participate; the a ctions taken during the meeting was
stating that the Regional Park concept has failed after twenty-five (25) years; stated if the
County of Orange has a concept or an idea, they can be a part of the upcoming process;
stated the City is now opening it up to other ideas and reimagining what can be done at
Parcel 18 at the former MCAS Tustin; stated the City is not shutting the door on any County
partnership; the City just needed to move on; much more to come
