STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AUTHORIZATION TO PURCHASE VARIABLE FREQUENCY DRIVE FOR PASADENA WELL H DS �SZv DS SUMMARY Staff is requesting authorization of the purchase, installation and warranty for the replacement variable frequency drive (VFD) for Pasadena Well. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 23-31 authorizing the use of OMNIA Partners; Contract ## EV2370 with Graybar Electric Company, Inc. for the purchase, installation and warranty for the VFD in the amount not to exceed $160,000; 2. Appropriate $60,000 from the Water Capital Fund (Fund 301) for this project; and 3. Authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT Funding in the amount of $100,000 has been appropriated in the FY 2022-23 budget in the Water Capital Fund (Fund 301) for the purchase of the equipment. Due to a long lead time on the equipment, staff deferred the budget request of $100,000 for installation to FY 2023-24. Staff has identified an existing competitive bid through OMNIA Partners that combines procurement of the equipment and installation for a total cost of $160,000. To move forward with this agreement, staff is requesting an additional appropriation of $60,000 from the Water Capital Fund (Fund 301) and has rescinded the FY 2023-24 request of $100,000. CORRELATION TO THE STRATEGIC PLAN The replacement of the variable frequency drive at Pasadena Well contributes to the fulfillment of the City's Strategic Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy 5, which among other items, is to ensure continuous maintenance and improvement of public facilities. TT�:(rT:Z�I11�f�7 The City's Pasadena Well was drilled in 2007 and equipped 2009. Currently operating on the original electrical equipment, the component that controls the wells operating speed, known as the variable frequency drive (VFD), has failed and needs replacement. The Pasadena Well is currently offline and is anticipated to return to service with the completion of the Main St. PFAS Treatment Plant scheduled for the fall of 2024. DocuSign Envelope ID: 1B402188-3A73-46F1-87CC-E2B36D2F262E Authorization to Purchase VFD at Pasadena Well June 6, 2023 Page 2 Due to economic uncertainties, supply chain challenges and extraordinarily long lead times for electrical control equipment, staff is recommending prioritizing the replacement of the VFD to meet the Main St. Treatment Plant completion schedule. OMNIA Partners is the largest and most experienced organization in procurement and supply chain management. OMNIA Partners is comprised of two (2) cooperative purchasing organizations — National IPA and U.S. Communities — and provides contracts that are competitively solicited and publicly awarded by a government entity acting as the lead agency. Per Tustin City Code Section 1626c, the City has the option to purchase supplies, goods, or services through cooperative agreements to acquire competitive pricing. Utilizing cooperative agreements meets all requirements set forth in the City's Purchasing Policy and all requirements set forth by the State of California in regards to regional, state, and national cooperative purchasing agreements. Works/City Engineer Attachment 1: Resolution 23-31 DocuSign Envelope ID: 1B402188-3A73-46F1-87CC-E2B36D2F262E RESOLUTION NO. 23-31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA AUTHORIZING THE STATE OF CALIFORNIA DEPARTMENT OF GENERAL SERVICES TO PURCHASE CERTAIN ITEMS WHEREAS, the City has need to purchase various material, supplies and equipment in order to conduct the operations of the City; and WHEREAS, Section 1625, Item C of the Tustin Municipal Code authorizes other government purchasing program such as OMNIA Partners to purchase materials, supplies, and equipment if it can be acquired more efficiently or more cheaply obtained if acquired by Omnia Partners; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Tustin, California, does hereby authorize the OMNIA Partners, to utilize Contract # EV2370 for Graybar Electric Company, Inc., for and on behalf of the City of Tustin pursuant to Section 10324 of the California Public Contract Code, and that Mr. Mathew S. West, City Manager, is hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for and on behalf of the City of Tustin.
