CALL TO ORDER at 2:39 p.m. ROLL CALL – City Clerk Present: Mayor Austin Lumbard, Mayor Pro Tem Letitia Clark and Council Members Ryan Gallagher, Rebecca Gomez and Ray Schnell Absent: None City Clerk: Erica N. Yasuda, City Clerk Others Present: David E. Kendig, City Attorney; Matthew S. West, City Manager PUBLIC INPUT – None 1. FISCAL YEARS 2023-2025 BUDGET WORKSHOP City Manager, Matthew S. West, provided introductory remarks. Director of Finance, Jennifer King, provided a PowerPoint presentation. The report provided the City Council with the Proposed Biennial Operating Budget and Capital Improvement Program for Fiscal Years 2023-2025, which allocates resources that reflect the City Council's priorities set forth in the City's five-year strategic plan. Scott Spitzer The City Council received and filed the Proposed Biennial Operating Budget and Capital Improvement Program for Fiscal Years 2023-2025, which will be brought forward to the City Council for consideration of adoption on June 20, 2023. SPECIAL CLOSED SESSION MEETING OF THE CITY COUNCIL (FOLLOWED OPEN SESSION) CLOSED SESSION UPDATE – City Attorney David E. Kendig: The City Council will convene to discuss Items 1 and 2 as they appear on the agenda. CLOSED SESSION ITEMS - The Brown Act permits legislative bodies to discuss certain matters without members of the public present. The City Council finds, based on advice from the City Attorney, that discussion in open session of the following matters will prejudice the position of the City in existing and anticipated litigation: 1. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION - Significant exposure to litigation pursuant to Government Code § 54956.9(d)(2): (1 case) 2. PUBLIC EMPLOYEE ANNUAL PERFORMANCE EVALUATION - [Government Code § 54957(b)(1)] A. Title: City Manager Recessed to Closed Session at 3:37 p.m. Reconvened at 5:04 p.m. CLOSED SESSION REPORT – City Attorney David E. Kendig: The Council took no reportable action.
