NOTICEREGARDING PUBLIC PARTIC/PA T/ON
The public can attend the meeting in person and provide comments in person, observe the meeting
online, provide live comments via Zoom, and provide written comments via electronic means.

PUBLIC HEARING:
1. CONDITIONAL USE PERMIT 2023-0005 and DESIGN REVIEW 2023-0006
APPLICANT: Pete K. Pirzadeh, Pirzadeh &Associates, Inc.
LOCATION: 2992 El Camino Real, Tustin, CA 92780
ENVIRONMENTAL REVIEW:
This project is Categorically Exempt pursuant to Section 15301 (Class 1) of Title 14,
Chapter 3 of the California Code of Regulations (Guidelines for the California
Environmental Quality Act).
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action 23-003 approving
CUP 2023-0005 and DR 2023-0006 authorizing the conversion of an existing single-
lane drive-thru servicing a fast-food restaurant into a double-lane drive-thru, in
addition to other site and building modifications including changes to the parking lot,
trash enclosure location, color of building canopies and new landscaping at 2992 El
Camino Real.

ENVIRONMENTAL REVIEW:
This project is Categorically Exempt pursuant to Section 15311 (Class 11) of the
California Code of Regulations (Guidelines for the California Environmental Quality
Act). This exemption addresses construction of accessory structures including on-
premises signs
RECOMMENDATION:
Based on the findings and Conditions of Approval contained in ZAA 23-004, staff
recommends thatthe Zoning Administrator adopt ZAA 23-004, approving CUP 2023-
0009, a request to incorporate a large-format graphic on the northwest elevation of a
bank building proposed at 13612 Newport Avenue.
