Item: 11. FISCAL YEAR 2023-2024 BUDGET ADOPTION On May 23, 2023, the City Council
conducted a budget workshop on the Proposed Biennial Operating Budget and Capital
Improvement Program for Fiscal Years 2023-2024 and 2024-2025, which allocate resources that
reflect the City Council's priorities.

June 20, 2023 Dear Members of the Tustin City Council: We count ourselves to be most
fortunate to call Tustin our home. We’ve lived here since 2002, raised our three children here,
and look forward to many more years of being part of this vibrant, safe, and beautiful city. We
write to urge you to consider setting aside some funding in the upcoming two-year budget for a
Climate Action Plan (CAP) for Tustin. Because of our appreciation for Tustin, we therefore very
much wish to see our city take a leadership role in doing what we can to reduce our carbon
emissions, and to thereby help ensure a future for all of Tustin residents. While climate change
and its foreboding consequences may appear to be overwhelming, and out of our control, we are
firm believers that by doing what we can locally, and thinking of the larger global consequences,
that we can indeed make an important difference. Taking concrete action locally, is essential to
addressing the issue of climate change. This requires planning. Much of what is needed is
already being done by the city of Tustin, but a coordination of our overall efforts, and a careful
accounting of where we stand now is an essential first step toward major reductions in our
carbon emissions here in Tustin. We need more electric vehicle charging stations in public
areas; we need more opportunities to build on the organic waste recycling program already
underway; our public buildings could be improved to use more solar energy, and to make
transitions away from gas to electric power. New residential buildings could be required to be
built with electric and gas capacity, so as to encourage new residents to choose environmentally
less harmful power options. There are many more options available to us, but it needs to be
done in a coordinated and planned way so as to not impose drastic costs on our city. Most
importantly, by committing to a CAP, our city will be announcing that it is a 21st century place to
live. This will be a very inviting aspect of our local business environment, and will set us apart
from our neighboring cities who haven’t yet started to plan for a more sustainable future. I hope
that you will take this important first step in funding a CAP for our city, knowing that this plan –
and the positive impact it will have on our city’s economic and environmental climate – will help
Tustin to continue to develop and grow for our children and their children to live and thrive here.
