HomeMy WebLinkAboutComprehensive Fee ScheduleComprehensive Fee Schedule Update FY 2023/24 June 20, 2023 Background •User fees and charges are intended to recover all or a portion of the City’s costs for providing a service or access to public property. Examples of city fees include building permits, recreation classes, facility rentals, etc. •State law requires that the fee not exceed the estimated cost of providing the service. •A comprehensive review of the fees was completed in May 2021 and should be revisited every three to five years. 2 Comprehensive Fee Schedule Update •Willdan Financial Services was retained for the annual update to the Comprehensive Fee Schedule based on CPI changes. •Annual CPI for February for the LA-Long Beach-Anaheim area for all urban consumers was 5.1%. •Comprehensive Fee Schedule was increased by 5% to be consistent with year-over- year increases in Salaries and benefits costs. •September 1, 2023 – Effective Date for New Fees (if approved by City Council) 3 New Fees •The proposed Comprehensive Fee Schedule includes several new fees. •Non-deposit-based fees are derived using the methodology that was outlined in the User Fee Study. 4 Salary & Benefits Productive Hours Salary & Benefit Rate Direct and Indirect Overhead Fully Burdened Hourly Rate Fully Burdened Hourly Rate Reasonable Time Estimate Full Cost of Service Recommendation It is recommended that the City Council: •Conduct a public hearing on the proposed Comprehensive Fee Schedule; and, •Adopt Resolution No. 23-30, establishing and adopting updated development processing fees and other City rates, charges, and user fees for various Government Services. 5
