That the Planning Commission approve the nomination of 158 N. B Street to the City's
Historic Register Plaque Program and select "Margaret Byrd House - 1924" as the most
appropriate historical name and date of construction of the property.

CONSISTENCY WITH HCRA ANNUAL WORK PROGRAM
On February 28, 2023, the Planning Commission, acting in its Historic and Cultural
Resources Advisor (HCRA) role, adopted a work program for the Calendar Year 2023.
The work program included a goal to recommend two (2) properties for historic register
plaque nominations. This recommendation satisfies one (1) out of the two (2) property
nominations.
BACKGROUND AND DISCUSSION
Historic Plaque Program
Owners of historic homes or commercial buildings in Tustin are eligible to participate in
the City's plaque designation program, called the Tustin Historic Register Plaque
Program. The purpose of the voluntary program is to recognize Tustin's historic
properties, educate the public, increase public interest in historic properties, and promote
community pride. The plaques display the construction date of the building, up to two (2)
lines of text, and the words "Tustin Historic Register".
The program guidelines require nominations to be
provided to the Tustin Preservation Conservancy and
the Tustin Area Historical Society to identify the proper
name and date of construction. For residences, the
historical property name recognizes the most
prominent owner or occupant of the residence. When
no prominent owner or occupant can be identified, or
when the surname could be associated with more than
one (1) prominent resident, the historical property named'
defers to the owner or occupant with the longest tenure
in the building.

Nomination
The current property owner, Wendy Blanda, is nominating the property at 158 N. B Street
for inclusion in the Tustin Historic Register Plaque Program. The inclusion of the building
in the City's Historic Register Plaque Program recognizes the building as a significant
example of the California Craftsman architectural style within the City's Cultural
Resources District. This property is also significant because of its association with early
Tustin residents. The property was constructed in 1924 and has a "51B" rating in the 2021
Historical Resources Survey (Attachment B), which indicates that the structure is a
contributor to a fully documented district that is designated or eligible for designation as
a local historic district, overlay zone, or preservation area under an existing ordinance or
procedure.

Historical Name and Year
For the subject property, "Margaret Byrd House - 1924" is an appropriate name based on
the longest tenure in the building. Records obtained from the Orange County Assessor's
Office indicate that the Byrd Family had a long association with the property, which dates
back to 1923. Lee Adam Byrd originally purchased the property on October 2, 1923 from
H.H. Hannaford. The Byrd family was associated with the property until 1995. The Tustin
Preservation Conservancy and Tustin Area Historical Society have reviewed and agreed
with the name and year recommendation for the historical plaque.
Historical Association
The property is an embodiment of the earliest patterns of residential development in
Tustin during its transitional development period from 1914 to 1945. This property is also
significant because of its association with important people in Tustin's history.
Early owners included Lee Adam Byrd and Margaret Tingley Byrd. Mr. Byrd was born in
Missouri in 1899, and his wife, Margaret Tingley Byrd was born in California in 1898. Mrs.
Byrd lived in Tustin since 1911 and was a daughter of a major Tustin family, named the
Tingley's. Her father, was S.E. Tingley, who owned the Tustin Lumber Company.
Margaret and Lee Byrd married in 1924. Mr. Byrd was a used car salesman and a former
Tustin Councilman who served from 1955 until his resignation on January 15, 1962. Mr.
and Mrs. Byrd were both active members of the Tustin Presbyterian Church. Upon Mr.
Byrd's death in 1968, Mrs. Byrd continued to live at the residence into her late nineties
and remained a very active member in the Tustin community. She was known as one of
Tustin's "Best City Council Watchdogs" after Mr. Byrd left the City Council. Mrs. Byrd was
also well known for her regular attendance at City Council meetings and contributed
immensely with her involvement in the early development of Tustin. On July 16, 1995,
she sold the property to Jeffrey and Linda Woodruff. Mrs. Byrd passed away in 1997 at
ninety-seven (97) years old at a local nursing home.
Character-De fining Architectural Features
Many homes built in Tustin during the 1920s are of the California Craftsman style. The
character defining features of this residential building include, but are not limited to the
following:
• Craftsman architectural style with roof features that include asymmetrical fagade'
clipped gable roof, bargeboards, exposed purlins and rafter tails, open eaves, and a
brick chimney;
• Wood clapboard siding;
• Decorative single, double hung and casement windows throughout;

• Projecting partial-width porch consisting of projecting wood and concrete and entry
steps with battered square columns-, and
• Fully glazed single historic wood door with divided lights.

CONCLUSION
Based on the naming criteria, designated by the Planning Commission, staff recommends
the Planning Commission, in their capacity as HCRA, approve the plaque designation
with the name "Margaret Byrd House -1924", due to the longest tenure of the property.

this part of the city and retains sufficient integrity to convey its association with historic patterns of residential development.
