CLANTON, DIRECTOR OF PARKS AND RECREATION SERVICES SUBJECT: PINE TREE PARK RESTROOM WALL MURAL PUBLIC ART PROJECT SUMMARY: At their June 14, 2023, Special Meeting, the Public Art Commission selected a design for the Pine Tree Park Restroom Wall Mural to recommend to the City Council for final approval. RECOMMENDATION: It is recommended that the City Council adopt Resolution 23-38 approving the wall mural design, submitted by artist Laura Burris, to be installed on the exterior restroom wall at Pine Tree Park and authorize the Parks and Recreation Department to execute an agreement with the artist. FISCAL IMPACT: Upon completion of the wall mural, the artist will be paid $8,000 from the Public Art Fund in the 2023-2024 Fiscal Year Budget. CORRELATION TO THE STRATEGIC PLAN: This public art project is in accordance with Goal A of the Tustin Strategic Plan to enhance the vibrancy and quality of life in all neighborhoods and areas of the community. BACKGROUND: At their April 19, 2023, meeting, the Public Art Commission selected the Pine Tree Park Restroom Wall Mural as their first project for the 2023-2024 Fiscal Year. The project's specific location is the side of the restroom wall facing Red Hill Avenue, approximately 100 square feet in size. The Commission also requested that staff contact artists who had submitted proposals for previous public art projects to determine their interest in the Pine Tree Park project. A total of 27 artists expressed interest in the project and staff presented examples of those artist's work at the Commission's May 17, 2023, meeting. After reviewing and discussing these options, the Commission selected Laura Burris as the artist for the mural. Ms. Burris then provided two concepts for the Commission's consideration at their June 14, 2023, Special Meeting, and they selected a design depicting California flora and fauna (attached), DocuSign Envelope ID: 63A42991 -01 B5-4C3D-A20E-28CA97933E8E which fits well with the nature -based aesthetic of the park renovation. As per the City of Tustin Public Art Policy, this selection is being forwarded to the City Council with a recommendation for final approval. Staff estimates that the Pine Tree Park Restroom Wall Mural will be completed in time for the reopening of Pine Tree Park on Thursday, August 10, 2023. The 2 palette options for this idea vary slightly, but the layout is the same. I referred to the original palette from my Peppertree Park proposal but lightened it up to be a bit friendlier & soothing with colorful muted tones, suitable for visitors of any age. With its dark background, these colors will really pop. I want this imagery to be visually appealing from the street with blocks of shape and color, drawing the eye into its details. 0 0 0 0 0000 DocuSign Envelope ID: 63A42991-01B5-4C3D-A20E-28CA97933E8E RESOLUTION NO. 23-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, APPROVING THE ARTWORK FOR THE PINE TREE PARK MURAL AS RECOMMENDED BY THE PUBLIC ART COMMISSION AND AUTHORIZING THE PARKS AND RECREATION DEPARTMENT TO EXECUTE AN AGREEMENT WITH THE ARTIST WHEREAS, the City Council adopted Resolution 18-17 establishing a City of Tustin Public Art Policy to commission public art; and WHEREAS, the Public Art Fund includes an annual allocation of $40,000 for public art; and WHEREAS, staff solicited interest in the Pine Tree Park mural project from a pool of artists and the Public Art Commission reviewed and discussed each artist; and WHEREAS, the Public Art Commission has made recommendations to the City Council with regard to approving the artwork submitted by Laura Burris for a painted mural on the restroom wall at Pine Tree Park, as set forth in the accompanying staff report. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin hereby approves the artwork recommended by the Parks and Recreation Department and authorizes the Director of Parks and Recreation to execute an agreement with the artist as recommended by the Public Art Commission in a total amount not to exceed $8,000; and PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 18th day of July 2023.
