STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AUTHORIZATION TO PURCHASE ONE STANDBY GENERATOR, ONE FORKLIFT, AND TWO VEHICLES, ALONG WITH DECLARATION OF SURPLUS EQUIPMENT FOR PUBLIC AUCTION SUMMARY Staff is requesting City Council authorization to purchase one (1) standby generator, one (1) forklift, and two (2) utility vehicles. In addition, the City Council is requested to declare certain City equipment surplus in accordance with Section 1630a (2) of the Tustin City Code and authorize their sale at public auction. RECOMMENDATION It is recommended that the City Council: 1. Adopt Resolution No. 23-39 authorizing the purchase of one (1) standby generator from Sourcewell contract number 092222-KOH Bay City Electric 2. Adopt Resolution No. 23-40 authorizing the purchase of one (1) replacement forklift from State Contract number 1-19-39-01 B Cromer Equipment. 3. Authorize the purchase of two (2) equipped 2024 Chevrolet 2500 utility bed trucks for Public Works Operations from Quality Chevrolet Escondido. 4. Declare, in accordance with the Tustin City Code — Section 1630a (2), the attached itemized list of equipment as surplus and not required for public use and authorize the sale at the next available public auction, crediting net proceeds to applicable City revenue fund. FISCAL IMPACT Sufficient funds have been budgeted and appropriated in the Fiscal Year 2023-2024 Operating Budget Vehicle Lease Fund (Account 184-40-00-9710) for the purchase of (1) one forklift and (2) two 2024 Chevrolet 2500 utility trucks for Public Works and from the Capital Improvement Program for (1) standby generator for Fire Station 43. CORRELATION TO THE STRATEGIC PLAN The recommended actions contribute to the fulfillment of the City's Strategic Plan Goal B, Public Safety and Protection of Assets, ensuring that Tustin is an attractive, safe and well -maintained community. An appropriate replacement is available through Sourcewell. Sourcewell is a municipal agency that leverages the purchasing power of more than 50,000 member agencies and provides competitively solicited purchasing contracts. The fact that Sourcewell awards contracts through a competitive process, with price as the main factor, ensures the cost competitiveness of the purchase. Utilizing the cooperative pricing also reduces the amount of time required to solicit for items that have already been competitively solicited. The cost of the Kohler Generator is $52,817.80 which includes all taxes, applicable fees, rebates, delivery and early payment discounts. Forklift The existing forklift at the City Yard is at the end of its useful life and requires replacement. Staff has identified a replacement from Cromer Equipment through the California Multiple Award Schedules (CMAS) in accordance with the state contract pricing. CMAS offers a wide variety of products and services at prices that have been assessed to be fair, reasonable and competitive. CMAS contracts are established by the State of California, Department of General Services for use by all California state and local government agencies that are empowered to expend public funds for the acquisition of products and services. Public Contract Code 10298 authorizes state and local agencies to contract with suppliers awarded CMAS contracts without further competitive bidding. Use of CMAS contracts is also authorized in Tustin City Code Section 1625c. The cost of the Doosan Forklift is $42,102.24 which includes all taxes, applicable fees, rebates, delivery and early payment discounts. Utility Trucks Historically, the City has purchased utility trucks via a competitively bid State contract. Currently, these vehicles have a ten-month lead time when purchased through State contracts. Staff has identified two (2) utility trucks at Quality Chevrolet in Escondido that are priced less than like -equipped trucks purchased from the State contract. These utility trucks can be delivered immediately and will eliminate the 10 months wait time on State contract vehicles. Staff contacted other local dealers to obtain pricing for the like equipped utility trucks, none of which had any comparable vehicles. The prices listed below include all taxes, applicable fees, rebates, delivery and early payment discounts. West, City Manager, is hereby directed to sign and deliver all necessary requests and other documents in connection therewith and for and on behalf of the City of Tustin.
