The current permit parking policy is intended to mitigate parking intrusions that may impact the quality of life or public safety in residential neighborhoods throughout the City. Recently, an effort has been made to modernize and streamline the permit parking program, as well as create an efficient, adaptable system that can be easily updated and adjusted as the program expands. On June 6, 2023, City Council approved the Preferential Permit Parking Program Policies and Procedures. However, no funds were appropriated at that time nor were included in the Fiscal Year 2023-2024 budget to complete the purchase of the required equipment. RECOMMENDATION It is recommended that the City Council authorize: 1. A mobile ALPR subscription for three (3) 3-camera high -definition ALPR camera systems, the associated mounting hardware, extended warranties (years two through five), parking integration, and hosting package; and 2. A supplemental appropriation in the amount of $33,000 from unappropriated reserves of the General Fund (Fund 100). FISCAL IMPACT The total cost of the purchase and subscription package for five years is quoted at $101,200.00 and would equip two parking control vehicles and one traffic collision investigation vehicle. In order to complete the purchase and conversion of the two parking control vehicles and one traffic collision investigation vehicle, staff is requesting a supplemental appropriation of $33,000.00 to the Special Equipment Fund in account 100-50-35-6426 for Fiscal Year 2023-2024. BACKGROUND/DISCUSSION The City's Permit Parking Program was initially established using a physical permit to show participation in the Program. In 2019, the City retained Dixon Resources Unlimited (Dixon) to conduct a citywide residential parking study. As a result of the study, Dixon recommended the use of Automated License Plate Reader (ALPR) technology to streamline permit parking enforcement, timed zone parking enforcement, and enable ongoing data collection for program evaluation. The ALPR system can automate the process of permit verification by using the vehicle's license plate. Additionally, the use of Global Positioning System (GPS) technology would allow parking enforcement in timed parking zones by tagging a vehicle by time and location. The ongoing data collection, while primarily used to validate the program, will mesh with the current array of stationary cameras and be helpful in solving crimes throughout the City. The City currently employs stationary Vigilant Solutions ALPR cameras, equipment, and the shared countywide database for collected license plate data. Vigilant Solutions also produces mobile ALPR cameras and the technology has evolved to integrate with Turbo Data Systems. This integration allows for permit parking and timed zone parking enforcement. At this time, there are 1,327 residents eligible for parking permits in the City of Tustin. Out of 1,327 residents, 439 parking permits have been issued. Currently, the parking control officers have to drive each permit parking area and physically check each vehicle for a valid residential permit. If no permit is observed, the parking control officer must exit their vehicle and check for a valid guest permit on the dashboard. This model is not efficient and is time consuming. With the new system, Turbo Data will track the license plate as the issued permit. Once the license plate is scanned, confirmation that the vehicle has a valid parking permit, valid guest permit or no permit issued will be displayed for the parking control officer. Virtual permitting and the automatic response will streamline the efforts of the parking control officers and make them more efficient. DocuSign Envelope ID: 63A42991-01B5-4C3D-A20E-28CA97933E8E In accordance with the recommendations made by Dixon and adopted by the City Council, the City will also be moving to geographic parking districts in the future. Using the Turbo Data System supplemented by ALPR technology, parking enforcement officers will be able to tell if the vehicle is parked in its designated zone with a valid permit. Effective enforcement will optimize on -street access for residents, incentivize compliance, and minimize exposure to potential permit abuse. An example of where the technology would be used outside of the permit parking program would be at the Tustin Auto Center. The area of the auto center is time posted for two-hour parking. If an officer wanted to enforce the timed parking in this area, they would have to mark each vehicle and return two hours later to see if the vehicles have been moved. By using ALPR technology in conjunction with the Turbo Data System integration, the officer would be able to use GPS to tag the vehicle location and time without exiting their vehicle. When the Officer returns to the area two hours later they are notified if the vehicle has been moved and they are able to enforce the timed parking. Vigilant solutions offer both purchase and subscription options. The purchase option requires the purchase of the extended warranty and still has an ongoing payment for parking integration, and system hosting. The subscription option is preferred over the purchase of the equipment as a subscription will keep the City up-to-date with the latest ALPRs technology. An additional benefit is the cost of the subscription can be spread over a five-year period rather than the City incurring a larger upfront cost with a reoccurring payment. Additionally, members of the department contacted other manufacturers to inquire about Automated License Plate Reader technology. The two other large manufacturers in the industry do no manufacture equipment that is compatible with the intended application. Flock Safety does not support mobile ALPR systems and Axon systems do not integrate with parking enforcement applications. We already have and use Vigilant cameras, equipment, and the shared countywide database for collected license plate data. This is the only database that shares license plate data with other Orange County agencies. As this purchase only adds equipment to the already existing contract that we have been a part of since 2012 Vigilant Solutions should be considered our sole source provider.
