CLOSED SESSION REPORT (Agenda Order) PROCLAMATION- None PUBLIC INPUT CLO'SED SESSION REPORT PUBLIC HEARING (ITEM 1 ) · LOCAL LAW ENFORCEMENT BLOCK GRANT PROGRAM Mayor Worley opened the Public Hearing at 7'05 p.m. There were no speakers on the subject and the Public Hearing was closed. It was moved by Kawashima, seconded by Thomas, to authorize usage of the funds as recommended by the Police Department. Motion carried 5-0. CONSENT CALENDAR (ITEMS 2 THROUGH 10 ) Councilmember Bone requested Item No. 2, Approval of Minutes - August 20, 2001, be removed from the Consent Calendar. It was moved by Thomas, seconded by Doyle to approve the remainder of the Consent Calendar as recommended by staff. Motion carried 5-0. PLANNING COMMISSION ACTION AGENDA-AUGUST 27, 2001 All actions of the Planning Commission become final unless appealed by the City Council or member of the public. Recommendation' Ratify the Planning Commission Action Agenda of August 27, 2001. DONATION TO GOLDEN WEST COLLEGE Recommendation' Approve donation of one old police patrol vehicle, Unit #3407, VIN #1G1BLBZP8TR152348 and associated equipment to Golden West College as recommended by the Police Department. SURPLUS EQUIPMENT SALES REPORT Recommendation' Receive and file as recommended by the Public Works Department/Field Services Division. RESOLUTION NO. 01-89- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CITY'S CLASSIFICATION AND COMPENSATION PLANS Recommendation' Adopt Resolution No. 01-89 amending the City's Classification and Compensation Plans consistent with Council approved Memorandums of Understanding, the FY 2001/2002 budget and direction provided to the City Manager as recommended by the Human Resources Department. APPROVAL OF REIMBURSEMENT AGREEMENT WITH IRVINE RANCH WATER DISTRICT FOR THE INSTALLATION OF WICK IRRIGATION SYSTEM ON JAMBOREE ROAD Recommendation' Approve the reimbursement agreement with the Irvine Ranch Water District for the installation of the Wick Irrigation System on Jamboree Road and authorize the Mayor and the City Clerk to execute the document as recommended by the Public Works Department/Field Services Division. TRAUMA INTERVENTION PROGRAMS, INC. (TIP) Recommendation' Approve the agreement with Trauma Intervention Programs, Inc. to provide additional services to victims of traumatic events and their families as Minutes- City Council September 4, 2001 -Page 3 Adopted Resolution No. 01-87 and approved staff recommendation Approved as corrected Introduced Ordinance No. 1235 recommended by the Police Department. 10. APPROVE RESOLUTION ADOPTING A NEW FLEXIBLE BENEFITS PLAN AND AUTHORIZE THE ADDITION OF AMERICAN FAMILY LIFE ASSURANCE COMPANY OF COLUMBUS (AFLAC) CATASTROPHIC CARE AND OTHER RELATED BENEFIT PROGRAMS Recommendation by the Human Resources Department: o Approve the following Resolution No. 01-87 to adopt a new Flexible Benefits Plan for eligible employees: RESOLUTION NO. 01-87- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING ^ NEW FLEXIBLE BENEFITS PLAN , Authorize staff to add American Family Life Assurance Company of Columbus (AFLAC) catastrophic care and other related employee benefit programs to the City's benefits, program. ITEMS REMOVED FROM CONSENT CALENDAR , APPROVAL OF MINUTES- AUGUST 20, 2001 REGULAR MEETING Councilmember Bone noted that the Minutes incorrectly reflected Council attendance. It was moved by Bone, seconded by Doyle to approve the August 20, 2001 Regular Meeting Minutes as corrected. Motion carried 5-0. REGULAR BUSINESS (ITEM 11) 11. INTRODUCE ORDINANCE NO. 1235 TO AMEND CITY CODE SECTION 5200 RELATING TO DISASTER EMERGENCY SERVICES It was moved by Doyle, seconded by Thomas, to have first reading by title only and introduction of Ordinance No. 1235. Motion carried 5-0. Pamela Stoker, City Clerk, read the following Ordinance No. 1235 by title only: ORDINANCE NO. 1235- AN ORDINANCE OF THE CITY Minutes- City Council September 4, 2001 - Page 4 None OTHER BUSINESS TAX INCREASE COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, PROVIDING FOR THE PREPARATION AND IMPLEMENTATION OF EMERGENCY ORGANIZATION AND FUNCTIONS PUBLIC INPUT Councilmember Doyle commented on the state raising the sales tax from 7.5% to 7.75%. START OF SCHOOL Mayor Worley and Councilmembers Doyle and Kawashima cautioned drivers that the first day of school began tomorrow and children would be walking to school. ADJOURN MEETING IN MEMORY OF DEPUTY HAGOP KUREDJIAN Councilmember Doyle requested that the meeting be adjourned in memory of Los Angeles County Deputy Hagop (Jake) Kuredjian who was killed in the line of duty; and stated that two young boys had raised over $8,000 for Deputy Kuredjian's family. PASSING OF CITY ATTORNEY'S MOTHER Councilmember Doyle sent condolences to City Attorney, Lois Jeffrey, on. the recent passing of her mother. CABLE TELEVISION PROGRAMMING Councilmember Bone commented that on Wednesday, the.AT&T local channel aired a rock concert with inappropriate language, which was censored, and requested staff investigate the matter to prevent that kind of programming from happening in the future. CAPITAL EXPENDITURES Councilmember Bone thanked staff for reviewing capital expenditures with him. SEWER PIPES Councilmember Kawashima reported on the City's sewer system including that most of the pipes in Tustin were 40 years old and Old Town pipes older; there were 12.5 miles of sewer in the City and 4 miles of sewer in Tustin Ranch, the latter which were operated by Irvine Ranch Water District; 100% of the pipes were cleaned every 18 months, however 20 areas that were considered "hot spots" were cleaned every 2 months; "hot spots" were areas in the sewer system that had grease build-up or tree root blockage; every 18 months, 10% of the pipes were moderated through close circuit television; the pipes were made of vitrified clay; Tustin sewage goes to Plant 1 in Fountain Valley; residents should Minutes- City Council September 4, 2001 -Page 5 not pour cooking grease down drains; and Tustin sewers were in good condition. PEPPERTREE PARK Councilmember Bone and Mayor Pro Tem Thomas thanked staff for contacting a resident who had complained about the noise at Peppertree Park. EL CAMINO GRILL Mayor Pro Tem Thomas commented that he and his family had dined at the new El Camino Grill in downtown Tustin and encouraged community support of local downtown businesses and restaurants. NEW SCHOOL Councilmember Kawashima encouraged everyone to visit the new Ladera Elementary School stating it was an impressive facility. HALLOWEEN NIGHT Councilmember Kawashima requested agendizing Halloween Night at Tustin High School. CAR SHOW Councilmember Kawashima stated that 7,.000 people attended a car show in Enderle Center and the event raised $15,000 for the Tustin Boys and Girls Club. PETERS CANYON BIKE TRAIL Mayor Pro Tem Thomas reported having received a letter from a resident questioning closures on the Peters Canyon Bike trail; questioned if the closures were for periodic maintenance; and requested signs be posted to warn bicyclists of closures. COYOTES Mayor Worley reported that she had been in Washington, D.C. and had discussed with Navy officials the coyote problem on the base; and she reported that the Navy was working with the Department of Agriculture to solve the problem. SOCCER FIELDS Mayor Worley remarked on the lack of soccer fields in Tustin and the need to build more fields. COMMITTEE REPORTS ORANGE COUNTY COUNCIL OF GOVERNMENTS Councilmember Bone reported that he attended the Orange County Council of Minutes- City Council September 4, 2001 - Page 6 Governments (OCCOG) meeting and that funds had been reduced 33% in Orange County from Southern California Association of Governments; the top 5 critical funding issues for 2001-2002 woro transportation, urban mn-off, wator quality, housing, and economic development; and added that OCCOG would be investigating other ways to obtain funding for Orange County. ADJOURNMENT- Mayor Worley adjourned the meeting at 7:24 p.m. in memory of Deputy Hagop Kuredjian. The next regular meeting of the City Council was scheduled for Monday, September 17, 2001, at 7:00 p.m. in the Council Chambor at 300 ¢ontennial Way.
