ACTION MINUTES

ZONING ADMINISTRATOR MEETING
AUGUST 24, 2023
CALL TO ORDER: 10:00 a.m.
ROLL CALL: Justina Willkom, Zoning Administrator
PUBLIC CONCERNS: Vera confirmed no public input received.
CONSENT CALENDAR: None
PUBLIC HEARING:
1. CONDITIONAL USE PERMIT 2023-0013
APPLICANT: Billie Jo Williams, Sign Industries, Inc.
LOCATION: 1062 Irvine Boulevard
ENVIRONMENTAL REVIEW:
This project is Categorically Exempt pursuant to Section 15311 (Class 11) of Title 14,
Chapter 3 of the California Code of Regulations (Guidelines for the California
Environmental Quality Act).
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action 23-005 approving
CUP 2023-0013 which would allow roof mounted signage in conjunction with a
master sign plan for an existing historic building at 1062 Irvine Boulevard.
Salman provided a brief Power Point presentation, which included an overview of the
applicant's request.
Hurtado confirmed no public input received for the item.

Public Input Opened at 10:01 a.m.
The applicant, Billie Jo Williams, participated via Zoom and commented that the
request was for the roof sign to be used for visibility purposes.
The Zoning Administrator asked Ms. Williams about the construction on-site and if
there was an approximate opening date for the Starbucks'. She also asked Ms.
Williams if she had an opportunity to review the Zoning Administrator Action 23-005
and Conditions of Approval and if she was in agreement with them.
Ms. Williams stated Starbucks' estimated opening date would be in the middle of
November 2023. Ms. Williams also confirmed she read the ZAA 23-005 and
Conditions of Approval and she was in agreement with both items.
Public Hearing Closed 10:07 a.m.
The Zoning Administrator adopted ZAA 23-005, as provided.

The date of the next meeting of the Zoning Administrator will be scheduled when
items are set for hearing.
