Long-term •Recommandation #13: Promote and enhance transportation mode alternatives. •Recommendation #14: Improve street design elements. 3 Permit Parking Districts 1-19 4 Districts and Zones 1.Current Permit Parking areas will remain 2.Districts are pre-defined based on residential unit size and public residential streets which allow parking 3.Current non-Permit Parking areas in a district remain until one of the following is requested: a. Adjacent blocks within a district can petition into a contiguous existing Permit Parking area b. Non-adjacent blocks within a district can petition for Permit Parking designation with 3 additional contiguous blocks 5 Petition & Verification of Votes •65% of dwellings must vote yes to be considered for PPP designation •Multi-family and single-family dwellings each have 1 vote •Votes will be verified •Application fee to begin petition process 6 Permit Rates •1 permit per licensed driver •Escalating rate model •Review fees annually •Consumer Price Index (CPI) •Continue with 150 single guest passes •Evaluate usage and consider future fee 7 Recommended Fee Schedule Staffing + Technology Consider allocating one to two additional full-time/part-time staff to parking enforcement Critical for efficient and effective enforcement of permit zones Mobile LPR for enforcement and implementation of virtual permits Improves efficiency and coverage 2 vehicles initially Occupancy studies Transition to virtual permits Education and outreach 8 October 3 Proposed Actions from Adoption of the Residential Parking Action Plan 9 •Expand PPP boundary requirements for Districts 2 - 19. •Adopt Ordinance No. 1537 to revise PPP Program applications for Districts 1 - 19 to take effect February 1, 2024. •Ongoing enforcement staffing adjustments based on data. •Adjust enforcement policies for permit parking zones. •Enhance program branding and marketing.
