HUSTON, CITY MANAGER PUBLIC WORKS DEPARTMENT/REDEVELOPMENT AGENCY APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR CONSTRUCTION OF THE OLD TOWN STREETSCAPE AND PEDESTRIAN ENHANCEMENT PROJECT (C.I.P. NO. 7172) SUMMARY The project will include permanent installation of diagonal parking on El Camino Real between Sixth Street and First Street. The project will also include the construction of raised end-islands with landscaping, Iow-level walls, decorative lighting, area signage and other streetscape enhancements on El Camino Real between Newport Avenue and First Street. The plans and specifications are ready for City Council approval and the project is ready to be advertised for bids. RECOMMENDATION It is recommended that the City Council adopt Resolution 01-84, approving plans and specifications for construction of the Old Town Streetscape and Pedestrian Enhancement Project (CIP No. 7172), and authorizing and directing the City Clerk to advertise for bids. FISCAL IMPACT The engineer's estimate for this project is $1,200,000, excluding Southern California Edison installed street lighting. The Fiscal Year 2001-2002 CIP Budget allocates $661,000 for construction of this project. A separate contract with Southern California Edison funded by the Tustin Lighting District for the new installation and replacement of street lighting will be brought to the Council at a later date. The alley bordered by El Camino Real and Third Street is included as a bid alternate to this project. The engineer's estimate for improvements to this alley is $165,000. Following receipt of construction bids it is expected that a supplemental appropriation will be required at the time of construction contract award to fully fund the project. BACKGROUND The construction of the Old Town Streetscape and Pedestrian Enhancement Project is a key project in the revitalization of the Old Town Tustin downtown district. It is envisioned that this project will enhance and improve the business climate and pedestrian ambiance of the area. This project was revieWed by the Tustin Old Town Association and has their full support (see attachment). In July 2001, the Orange County Transportation Authority approved the City's request to amend the Orange County Master Plan of Arterial Highways to reclassify El Camino Real between Newport Avenue and First Street from a secondary arterial to a local collector Approval of Plans and Specifications for the Construction of the Old Town Streetscape and Pedestrian Enhancement Project (CIP No. 7172) September 17, 2000 Page 2 street. This approval was a prerequisite for the permanent installation of diagonal parking on El Camino Real. The project will consist of construction of raised, landscaped bump-outs and end-islands to border and delineate the diagonal parking on El Camino Real between Sixth Street and First Street. The project will also include entry monumentation, lighting features for the existing street trees and landscaped areas, and other streetscape improvements on El Camino Real between Newport Avenue and First Street. Pedestrian enhancements including decorative paving, lighting, and planters have been designed for two public alleys in the Old Town area. Enhancements for the alley bordered by El Camino Real and Third Street have been included as a bid alternate, depending upon available funding. Improvements to the alley adjacent to the Utt Juice property have been designed, but will not be implemented at this time. This alley will be improved when the Utt Juice property is developed. The existing street lights within the project area on El Camino Real and Main Street will be replaced with the "nostalgic style" light standards consistent with those currently on Main Street near "B" Street. This work will be done by.and under separate contract with Southern California Edison concurrently with this project. Guy Stivers, principal of Stivers & Associates LandscaPe Architects, is the Chair of the Design Committee and is 'TOTA's primary representative on design issues affecting Tustin Old Town. Mr. Stivers · attended numerous meetings with Jim Draughon and Urban Design Studios, the developers of the streetscape plans, to provide,design input into the planning .process. in addition, over the course of the planning process both Jim Draughon and Guy Stivers made periodic presentations to TOTA at the Committee level and the Board' level. At TOTA's monthly Board meeting on September 6th, Jim Draughon provided a presentation of the final plan check stmetscaPe plans for review by the full Board. The Board approved the plans and is very pleased'with the results. TOTA looks forward to the beginning of construction. It has been our pleasure to be part of this design and review, process.
