RECOMMENDATION Adopt Resolution No. 23-47 to amend the City's Classification and Compensation Plans. FISCAL IMPACT hem BACKGROUND AND DISCUSSION The Community Development Department has an ongoing need for a full-time employee to perform plan check duties. Earlier this year, the City established the classifications of Assistant Plan Check Engineer and Associate Plan Check Engineer, with the goal of filling one position at either level, depending on the qualifications of the applicant pool. Despite recruiting for this position since early this year, the City has been unsuccessful in finding a suitable candidate for the position. As an alternative to filling this vacancy, staff is proposing to resurrect the classification of Plans Examiner. While the City has used this classification in the past, it is not currently included in our Classification and Compensation Plans. The City of Tustin Personnel Rules (City Council Resolution No. 15-50) require that amendments or revisions to the Classification and Compensation Plan be approved by resolution of the City Council. A Plans Examiner is assigned to review residential, commercial, and industrial building plans and specifications for compliance with pertinent building and safety codes and regulations. This classification is similar to a Plan Check Engineer, with the difference DocuSign Envelope ID: 6EA22186-1 F25-4BFA-9167-587106976A9F City Council Agenda Report November 7, 2023 Amending the City's Classification and Compensation Plans Page 2 being a Plan Check Engineer is a civil engineer who is also able to perform engineering tasks related to plan check duties. The minimum qualifications of the classification of Plans Examiner are any combination of education and experience that are equivalent to an associate's degree, including coursework related to building construction, and three years of experience performing building plan review and/or inspection. In addition, certification from the International Code Council (ICC) as Building Plans Examiner is required within six months of employment in this classification. The hourly rate for this classification will be initially set at $40.32 - $51.70 per hour. The classification of Plans Examiner will be assigned to the Tustin Municipal Employees Association (TMEA). Staff has discussed this proposal with TMEA leadership and received their approval to proceed with re-establishing this classification with the terms described above. City Council Resolution No. 23-47 DocuSign Envelope ID: 6EA22186-1F25-4BFA-9167-587106976A9F RESOLUTION NO. 23-47 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, AMENDING THE CLASSIFICATION AND COMPENSATION PLANS FOR THE CITY OF TUSTIN TO INCLUDE THE CLASSIFICATION OF PLANS EXAMINER WHEREAS, the City Council of the City of Tustin, California (the "City") has authorized and directed, under the provisions of the City's Personnel Rules, Resolution No. 15-50, the preparation of Classification and Compensation Plans for all employees in the City service; and WHEREAS, Resolution No. 15-50 requires that amendments or revisions to the Classification and Compensation Plans be approved by resolution of the City Council; and WHEREAS, the City has determined the need to establish the classification of Plans Examiner; and WHEREAS, the City and the Tustin Municipal Employees Association (TMEA) have met and conferred in good faith in accordance with the requirements of the Meyers- Milias-Brown Act; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that: Section 1: Establishment of Classification The classification of Plans Examiner is hereby established to review residential, commercial, and industrial building plans and specifications for compliance with pertinent building and safety codes and regulations. Section 2: Effective Dates The effective date of each section is November 7, 2023, unless otherwise stated herein. Section 3: Salary The hourly salary range for the classification of Plans Examiner is hereby incorporated and listed in Appendix A. Section 5: Implementation City staff is authorized to take all actions necessary or convenient to implement the provisions of this Resolution.
