SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE
ADVERTISEMENT FOR BIDS FOR THE CENTENNIAL PARK IMPROVEMENT
PROJECT CIP NO. 20090
SUMMARY
The plans and specifications for the Centennial Park Improvement Project (CIP No. 20090) have
been substantially completed pending final approval by the City Engineer.
RECOMMENDATION
It is recommended that the City Council:
Adopt Resolution No. 23-58 approving the plans and specifications for the Centennial
Park Improvement Project (CIP No. 20090); and
2. Authorize the City Clerk to advertise to receive bids; subject to the final approval by
the City Engineer.
FISCAL IMPACT
The engineer's estimate for this project is $4,066,540. Sufficient funds in the amount of $4.8M have
been appropriated in the FY 2023/24 budget for the construction of this project. This funding was
made available through an appropriation of $4.8M for park improvements in the FY 22/23
California state budget and was sponsored by Senator Min.
CORRELATION TO THE STRATEGIC PLAN
Centennial Park Improvement Project contributes to the fulfillment of the City's Strategic Plan Goal
B: Public Safety and Protection of Assets, Strategy 5; Create and implement a plan to protect the
City's public assets. Specifically, the project implementation of Strategy 5a, which among other
items, is for the improvement of public facilities.
BACKGROUND
Centennial Park is a community park that includes a variety of amenities, such as a sand volleyball
court, open and shaded turf areas, and a tree shaded picnic area. The park is located within Tustin
Meadows at 14722 Devonshire Avenue. The improvements will include restroom renovations, new
landscaping, irrigation, turf, sand volleyball court, bio-swales, playground equipment, rubberized
playground surfacing, and a series of accessibility improvements in accordance with the Americans
with Disabilities Act (ADA). Replacing the landscape, turf and irrigation will improve coverage,
improve growth and enhance maintenance efficiency. The ADA improvements include access to play
equipment as well as the walking paths and seating/picnic areas in and around the park.

The typical service life for an irrigation system is 25-30 years and Centennial Park was built in 1960's.
Several individual projects have been completed over the years requiring multiple modifications to
the irrigation system to accommodate each project accordingly. These projects include:

0 2004 Restroom Renovation, Tot -lot renovation
0 2011 Intermediate Playground Replacement
® 2015 Entry Playgrounds Replacement
The new irrigation design accounts for the amenities within the park and corrects problems associated
with the construction of the projects listed above. In addition, renovating the turf areas and re -sodding
will improve durability, grade, drainage and enhance long term turf development. The renovation of
the sand volleyball court will enhance the amenity currently used by patrons.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN,
CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE
CENTENNIAL PARK IMPROVEMENT PROJECT CIP NO. 20090 AND
AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Centennial Park Improvement (No. 20090), FY 2023-
2024; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the CIP No. 20090 project is categorically exempt from the
requirements of the California Environmental Quality Act (CEQA); Class 1, Section
15301: Existing Facilities; and
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications
presented by the City Engineer are hereby approved as the plans and specifications for:
Centennial Park Improvement Project
CIP No. 20090
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed
to advertise as required by law for the receipt of sealed bids or proposals for the
performance of the work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin held on the 5t" day of December 2023.
