HomeMy WebLinkAboutNAVY NORTH HANGAR STATUS REPORTNavy North Hangar Status Report DECEMBER 5, 2023 Orange County Fire Authority Incident and Operational Recap Division Chief Scott Wiedensohler Navy North Hangar Fire •North Hangar Fire •Clean Up •Tackifier Application North Hangar Fire •Fire started at 12:53 AM on 11/7/23 as a single unit response to an exterior miscellaneous fire. •OCFA deployed 100 personnel on scene and 3 helicopters overhead. •Hangar footprint: 300 ft. X 1,000 ft. (300,000 sq. ft.). •Hangar height: 17 stories. North Hangar Fire •Fire was declared extinguished on 12/1/23. •Investigation into the cause of the fire is ongoing. Clean Up •OCFA All-Hazard Incident Management Team –Structure/Process/Organization •Environmental Group –South Coast Air Quality Management District –Environmental Protection Agency –OC Health Care Agency •Develop Objectives/Strategy and Tactics •Define Impacted Areas –Monitoring –Hotline and Debris Portal –Map/Divisional Development Clean Up •Four Step Process: 1.Certified Asbestos Consultant Assessment. 2.Separate Contractor Remediates. 3.Certified Asbestos Consultant Re-Evaluates. 4.Independent Third-Party Verification of 20% of Cleaned Area. Clean Up •Over 60% completion as of Dec 1. •Initial remediation began with streets/sidewalks and right of ways. •Plans were implemented for residential outdoor remediation. •Priorities: –Schools; –Parks;. –Critical Infrastructure. Tackifier Application •Trade name: “Gorilla Snot”. •Non-Toxic & Environmentally Friendly. •Creates a crust to control and suppress particulate matter. •Used in the recent Maui fires and many other industry applications. •Material Safety Data Sheets are available for review at: tustinca.org. Door Deconstruction Process of Deconstruction 1.Raising the Crane and Securing Hangar Doors. 2. Cleaning of Lay Down Area. 3. Rigging Hangar Doors. 4. Systematic Laying Down of Doors. 5. Treatment and Lowering of Pillbox Structures. (No debris will be removed from the property during this entire process, noise will be mitigated, safety will be paramount, and air monitoring will continue.) Remaining Clean-Up Process to Complete Clean up •Residential areas 60% cleared. •Requests for home clearing generated through online portal or calls to call center. •Day to day work priorities assigned to vendors associated with each task. •Daily totals tracked to ensure accuracy. •An independent vendor has been contracted to perform third-party quality assurance of cleared areas in accordance with AQMD and EPA standards. Current Map of Divisions of Work •Following Divisions are all cleared and inspected pending any new requests that come in:•Divisions A, D, F, X, Y, and Z as depicted on this map. •Railway from I-55S to Jamoree Road to be cleared and inspected by end of Sunday. •Outlier addresses will be cleared and inspected after all major areas are completed. •Active monitoring and reporting will continue during this entire process to ensure safety and awareness. •Navy is responsible for debris removal from incident site and is working to assign a contractor to perform the work. •Increased monitoring will take place when the Navy is ready to execute debris removal from incident site to ensure public safety.
