Wes Pellegrino 520 Pacific Street Tustin, CA 92780 RECOMMENDATION That the Planning Commission approve the nomination of 520 Pacific Street to the City's Historic Register Plaque Program (Program) and select "Gaylord House - 1929" as the most appropriate historical name and 1929 as the date of construction of the property. WNW Iy 1 I' v y 520 Pacific Street Year 2023 520 Pacific Street December 12, 2023 Page 2 CONSISTENCY WITH HCRA ANNUAL WORK PROGRAM Per the 2023 Historic and Cultural Resources Advisor Work Program (HCRA), the nomination of two historic plaques were stated as a goal. This application satisfies the second of the two plaque nominations as stated in the 2023 HCRA Annual Work Program. BACKGROUND AND DISCUSSION Historic Plaque Program Owners of historic homes or commercial buildings, in Tustin, are eligible to participate in the City's plaque designation program, called the Tustin Historic Register Plaque Program. The purpose of the voluntary program is to recognize Tustin's historic properties, educate the public, increase public interest in historic properties, and promote community pride. The plaques display the construction date of the building, up to two lines of text, and the words "Tustin Historic Register". The bronze plaques may be mounted on the residence or set on metal stakes. The program guidelines require nominations to be provided to the Tustin Preservation Conservancy and the Tustin Area Historical Society to identify the proper name and date of construction. For residences, the historical property name has recognized the most prominent owner or occupant of the residence or, when no prominent owner or occupant can be identified, or 1915 when the surname could be associated with more than one prominent resident, naming the building after the owner/occupant with the longest tenure in the building • ' is an option. This criterion distinguishes the residence from other residences in Old Town Tustin. Example Plaque Display: Tustin Garage Building on El Camino Real/6t" Street Nomination The current property owners, Dana Tran and K. Wes Pellegrino, are nominating the property at 520 Pacific Street for inclusion in the City's Program. There are currently three residential units on the lot; however only the front house (which serves as the primary dwelling) is considered a historic resource. The other two residential units are non- conforming. The nomination is intended for only the primary dwelling. The inclusion of this historic structure in the City's Program recognizes it as a significant example of the Craftsman architectural style within the City's Cultural Resources District. According to the 2021 Historical Resources Survey, the structure has a "513" rating, which indicates that it is a contributor to a fully documented district that is designated or eligible for designation as a local historic district, overlay zone, or preservation area under an 520 Pacific Street December 12, 2023 Page 3 existing ordinance or procedure (Attachment B: DPR Form). In addition, this property is an embodiment of the earliest patterns of residential development in Tustin during its transitional development period from 1914-1945. This property is also significant because of its association with early Tustin residents and was constructed in 1929. Historical Name and Year For the subject property, "Gaylord House - 1929", is an appropriate name based on the longest tenured owner of the structure. Records obtained from the Orange County Assessor's Office indicate that the Gaylord family purchased the property on November 3, 1928, and construction of the home was completed in 1929. The Gaylord family resided in the home until 1978. As 49-year residents, the Gaylord's had the longest tenure and were the original owners of the property. The Tustin Preservation Conservancy and Tustin Area Historical Society have both reviewed and agreed with this recommendation for the name and year built for this historical plaque. Historical Association The first owners and residents were George Tucker Gaylord and Alice Hunter Gaylord. Mr. Gaylord was born in Paisley, Oregon in 1898, and his wife, Alice Gaylord was born on June 19, 1899, in Tennessee. Mrs. Gaylord lived in Tustin from 1924 until her death in 1974 at the age of 74. Mrs. Gaylord was a teacher who began her teaching career at El Modena High School in the City of Orange, California. She then continued to teach at Tustin Grammar School in the City of Tustin where she taught fifth grade. She earned a Bachelor of Arts Degree in History from Whittier College and was an active member of the Tustin Presbyterian Church, Tustin Book Club, and Daughters of the Confederacy. Mr. Gaylord was a physical education and wood shop teacher at Tustin Grammar School in the City of Tustin. Mr. Gaylord built residential units behind and on top of the historic detached garage at the property and rented out the units to their family members and to Marines that were stationed at the former El Toro Marine Base. Mr. and Mrs. Gaylord had three children, named George Junior (Jr.), Robert, and John Gaylord. At the age of 16, George Jr. worked at the Tustin News where he was locally and nationally recognized for his special reporting of the end of World War II. John Gaylord played an important role as Air Force Captain during the Vietnam War. Mrs. Gaylord passed away on April 12, 1974, in Orange County, California and was buried at Fairhaven Cemetery in Santa Ana, California. On May 2, 1978, Mr. Gaylord sold his home to George and Arleen Szuchon. On July 4, 1979, the home was partially destroyed by a fire started by illegal rocket fireworks but was successfully salvaged. On May 18, 1991 , Mr. Gaylord passed away at the age of 92 in Washington. 520 Pacific Street December 12, 2023 Page 4 Character-Defining Architectural Features Many homes built in Tustin during the 1920s include the Craftsman architectural style. He dedicated a strip down the center from Main to Sixth Streets,for the extension of Pacific Street. This particular property was sold to George Gaylord,a wood shop and physical education instructor at Tustin Grammar School,in 1929,and the home was constructed that same year This building is significant as one of a variety of California Bungalow buildings that contributes to Tustin. It is also important because of its association with early residents of Tustin. A small louvered vent is centered below the peak. Shiplap siding, in a style made in the 40's and 50's, covers the gables, indicating that the roof is not original. Narrow clapboard siding covers the first floor exterior. Square posts. resting on tapered clapboard-clad piers, support the roof. The concrete porch extends to each side, topped with pergolas. The front door features a mullioned border and is flanked by large plate glass windows. Double-hung windows are used throughout the rest of the house. A red brick chimney on the south side is flanked by windows. A carport and a two-story clapboard-clad garage arc located on the south side, behind the house. The garage, which appears to be original, is topped with a gabled roof with a hip at the peak. The siding is narrow clapboard; which seems to indicate that the house once was also all clapboard-sided with a hip at the peak of the front-facing gabled roof. SIGNIFICANCE: This Califarnia.Bungalow was built on one of the lots along South Pacific Street which were subdivided by Harry Marple. He was tho son of Richard and Edna Marple, fruit growers, who awned an orchard on this property from 1903 until the property passed.to Harry in 1924. He dedicated a strip down the center, from Main to Sixth'Streets, for the extension of Pacific Street. He sold this lot to George Gaylord in 1929. The Gaylords received a completion notice on their home that same year; George was. a well-liked wood shop and'physical education instructor at the Tustin Grammer School for .several years. After he retired in the 1950's, he became a carpenter,. The Gaylords were still living in the house in 1965. This bungalow fits well into the streetscape, of the Tustin Historic District and contributes to the tree-lined street because it is of an appropriate size and scale.
