ADVERTISEMENT FOR BIDS FOR THE ANNUAL ROADWAY REHABILITATION
AND SIDEWALK REPAIR PROJECT~ ZONE 5, CIP NO. 70023
SUMMARY
The plans and specifications for the Annual Roadway Rehabilitation and Sidewalk Repair Project for
Zone 5 (CIP No. 70023) have been prepared and the project is now ready for bid.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 24-02 approving the plans and
specifications for the Annual Roadway Rehabilitation and Sidewalk Repair Project ~ Zone 5, (CIP
No. 70023), and authorize the City Clerk to advertise to receive bids.
FISCAL IMPACT
FY 2023-24 budget has $955,000 allocated from Measure M2 Fair Share (Fund 139), which funds
the annual design, traffic striping, alley repairs, and bridge deck maintenance. The FY 2024-25
budget earmarked $2,698,000 between Gas Tax Fund (Fund 130) and Fund 139 in construction
funding. The Zone 5 Roadway Rehabilitation project has increased from the originally budgeted
scope with some carry-over work from Zone 4 that has been added to the project.
The engineer's estimate for CIP No. 70023 is $4,200,000 in total project costs. As bid results are
received and verified, staff will bring back a recommendation to award and if necessary appropriate
additional funding from Measure M2 and Gas Tax funds to complete the proposed CIP No. 70023.
CORRELATION TO THE STRATEGIC PLAN
Rehabilitation of roadways and repair of sidewalks contributes to the fulfillment of the City's Strategic
Plan Goal B: Public Safety and Protection of Assets. Specifically, the project implements Strategy
#5, which among other items, is to ensure continuous maintenance and improvement of
transportation facilities.
DISCUSSION AND BACKGROUND
The Annual Roadway Rehabilitation and Sidewalk Repair Project, Zone 5 CIP No. 70023 includes
asphalt concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on
various streets throughout the City within Zone 5 of the City's Pavement Management Program. The
City is divided into seven pavement management zones with one zone targeted each year for
pavement maintenance. Through a rolling seven-year cycle, this program is intended to maintain
the integrity of City streets. The current phase, Zone 5 (see attached map), is generally bounded by
Peters Canyon Regional Park to the north, Jamboree Road to the east, Interstate 5 freeway to the
south and Unincorporated County to the west.

RESOLUTION NO. 24-02
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TUSTIN, CALIFORNIA APPROVING PLANS AND
SPECIFICATIONS FOR THE ANNUAL ROADWAY
REHABILITATION AND SIDEWALK REPAIR PROJECT - ZONE
5, CIP NO. 70023 AND AUTHORIZING ADVERTISEMENT FOR
BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to
contract for the construction of the Annual Roadway Rehabilitation and Sidewalk Repair Project
- Zone 5 CIP No. 70023; and
WHEREAS, the City Engineer has presented plans and specifications for the
construction of said work; and
WHEREAS, the CIP No. 70023 project is categorically exempt from the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301 (Class 1,
Existing Facilities).
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin as
follows:
Section 1. The plans and specifications presented by the City Engineer are hereby
approved as the plans and specifications for:
FY 2023-2024 Annual Roadway Rehabilitation and Sidewalk Repair Project ~ Zone 5
CIP No. 70023
Section 2. The City Clerk is hereby authorized and directed to advertise as required by
law for the receipt of sealed bids or proposals for the performance of the work specified in the
aforesaid plans and specifications.
APPROVED AND ADOPTED at a regular meeting of the City Council of the City of
Tustin on the 16th day of January, 2024.
