approve Item No. 2 as recommended by staff.

DETERMINING THE NEED TO CONTINUE THE PROCLAIMED LOCAL
EMERGENCY RELATED TO THE NAVY NORTH HANGAR FIRE INCIDENT
At its meeting on November 10, 2023, the City Council ratified the Acting City
Manager's Proclamation of Local Emergency related to the fire at the U.S
Department of the Navy's (Navy) North Hangar and release of chemicals of public
health concern, including asbestos. This item recommends that the City Council
review and determine that the need exists to continue the local emergency, as
required by State law.
It was moved by Mayor Lumbard and seconded by Council Member Schnell that the
City Council:
1. Review the need to continue the local emergency; and
2. Determine that the need exists to continue the local emergency.

Motion carried: 4-0
2. REQUEST TO INCREASE REVENUE BUDGET AND APPROPRIATION FOR
PARTIAL NAVY REIMBURSEMENT PAYMENT RELATED TO THE NAVY NORTH
HANGAR FIRE INCIDENT
The City has received $11 million in reimbursement under a Cooperative Agreement
with the U.S. Department of the Navy (Navy). Staff is requesting the City Council's
approval to increase revenue budget and related appropriation by the Navy's
reimbursement amount while staff continues to explore all available reimbursement
funding opportunities at local, state, and federal levels.
Motion: The City Council increased revenue budget and related appropriation by
$11 million, the amount of the reimbursement received from the Navy.
ADJOURNED at 3:31 p.m. The next meeting is scheduled on Tuesday, January 16, 2024,
for the Closed Session Meeting at 5:30 p.m. and the Regular Business Meeting at 7:00 p.m.
