HomeMy WebLinkAboutCC RES 24-03DocuSign Envelope ID: 8FC4BE2C-94A1-4633-9C55-24DD7B04FA80 RESOLUTION NO. 24-03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA RESCINDING RESOLUTION NO. 22-29 REGARDING LEVEL 2 WATER SUPPLY SHORTAGE WHEREAS, the adoption and enforcement of a water conservation and supply shortage programs is necessary to manage the City's potable water supply during short and long-term drought cycles impacting the City; and WHEREAS, such program is essential to ensure reliable and sustainable minimum supply of potable water is essential to public health, safety and welfare of the people and economy of the City; and WHEREAS, the City Council previously adopted Ordinance 1516 which included the update to Article 4, Chapter 10 of the Tustin, California — Code of Ordinances — Water Management Plan; and WHEREAS, on April 21, 2021, May 10, 2021, July 8, 2021, and October 19, 2021 Governor Gavin Newsom proclaimed a State of Emergency existed due to drought conditions in the State of California; and WHEREAS, the City responded to the Governor's orders by adopting Resolution No. 22-29, declaring a Level 2 Water Supply Shortage; and WHEREAS, drought conditions in the State have improved; and WHEREAS, one of the two main sources of imported water for the southern California region has improved; and WHEREAS, on March 24, 2023, Governor Newsom signed Executive Order No. N-5-23, removing the requirement that water agencies enact Level 2 of their Water Shortage Contingency Plan; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TUSTIN, THAT: 1. Due to improved water storage conditions across the state, water supply has improved and that, in conjunction with reduction in consumer demands, has ensured that sufficient water supplies will be available to meet anticipated demands. 2. That Resolution 22-29 declaring a Level 2 Water Supply Shortage is rescinded effective January 16, 2024. Resolution 24-03 Page 1 of 3 DocuSign Envelope ID: 8FC4BE2C-94A1-4633-9C55-24DD7B04FA80 3. That the Permanent Water Use Restrictions as described in Ordinance 1516 be implemented in an effort to achieve the necessary water conservation goals of the State. 4. That the provisions of this Resolution shall be effective January 16, 2024. PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 16t" day of January, 2024.
