ACTION MINUTES
COUNCIL CHAMBER &VIDEO CONFERENCE
ZONING ADMINISTRATOR MEETING
JANUARY 25, 2024
CALL TO ORDER: 10:00 A.M.
ROLL CALL: Justina Willkom, Zoning Administrator
PUBLIC CONCERNS: Hurtado confirmed no public input received.
CONSENT CALENDAR: None.
PUBLIC HEARING:
1. CONDITIONAL USE PERMIT (CUP) 2023-0019
APPLICANT: Gholam Tavakoli, Mahnoosh Red Hill Corp.
LOCATION: 14090 Red Hill Avenue
ENVIRONMENTAL REVIEW:
This project is categorically exempt from CEQA pursuant to Section 15301 (Class 1,
Existing Facilities) of the State CEQA guidelines.
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 24-002
approving CUP 2023-0019 to authorize the upgrade of an existing Type 20 ABC
License to Type 21 (sale of beer, wine, and distilled spirits for off-site consumption) in
conjunction with an existing convenience store.
Jorge Maldonado, Associate Planner, provided a brief Power Point presentation,which
included an overview of the applicant's request.
Public Input opened at 10:06 a.m.
Tim Shaw, representing the applicant, was present.

The Zoning Administrator asked Mr. Shaw if he and the applicant had reviewed the
Conditions of Approval, and if they were in agreement with the Conditions of
Approval. Mr. Shaw confirmed he and the applicant did review the Conditions of
Approval and they were both in agreement with them.
Hurtado confirmed no public comments received regarding Item No. 1.
The Zoning Administrator closed the Public Hearing 10:08 a.m.
The Zoning Administrator adopted ZAA 24-002.
The ZA adopted ZAA 24-002.
2. CONDITIONAL USE PERMIT (CUP) 2023-0022
APPLICANT: Anoop Sharma, Curry Pizza House Brea LLC
LOCATION: 2360 Park Avenue, #9H, Tustin, CA 92782
ENVIRONMENTAL REVIEW:
This project Is Categorically Exempt pursuant to Section 15301 (Class 1) of the
California Code of Regulations (Guidelines for the California Environmental Quality
Act).
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action (ZAA) 24-001
approving CUP 2023-0022 to allow on-site sales and consumption of beer and wine
(Type 41 ABC License) in conjunction with a restaurant business.
Adam Wong, Planning Technician, provided a brief Power Point presentation, which
included an overview of the applicant's request.
Public Input opened at 10:11 a.m.
Kevin Hufford, representing the applicant,joined via Zoom.
The Zoning Administrator made favorable comments regarding the project and she
inquired on the opening date of the restaurant.

Anoop, applicant, who joined via Zoom, stated the plan is to open the restaurant in
April 2024.
Hurtado confirmed no public comments received regarding Item No. 2.
The Zoning Administrator closed the Public Hearing 10:13 a.m.
The Zoning Administrator adopted ZAA 24-001.
3. DESIGN REVIEW (DR) 2023-0018
APPLICANT: Ryan Ybarra, Signs and Services Company on behalf of Dermody
Properties
LOCATION: 1101 Valencia Avenue and 1101 Bell Avenue
ENVIRONMENTAL REVIEW:
The Community Development Department has evaluated the project pursuant to the
California Environmental Quality Act ("CEQA") and has determined it to be exempt
pursuantto Section 15311 (Class 11) of the State CEQA Guidelines.
RECOMMENDATION:
That the Zoning Administrator adopt Zoning Administrator Action 24-003 approving
DR 2023-0018 which would allow the roof eight lifestyle graphics in conjunction with
a MSP for the new buildings located 1100 Valencia Avenue and 1101 Bell Avenue.
Mary Salman, Assistant Planner provided a brief Power Point presentation, which
included an overview of the applicant's request. Salman referred to the minor revisions
made to the agenda report, which were emailed to the applicant previously (Page 4 of
the agenda report). The redlined version was also added to the public record.
For the record,the Zoning Administrator reiterated, "roof signs"are not being proposed
with this project.
The applicant, Ryan Ybarra, Signs and Services Company, was in the audience.

The Zoning Administrator asked Mr.Ybarra if there was a tenant in mind for the space.
She also asked if the building is complete or still under construction. If still under
construction she asked when the completion date would be.
Ybarra was unsure of a client for the space. He added that the building is still under
construction and should be complete "soon".
Hurtado confirmed no public comments received regarding Item No. 3.
The Zoning Administrator adopted ZAA 24-003.
REGULAR BUSINESS: None.
10:20 A.M. ADJOURNMENT: The date of the next meeting of the Zoning
Administrator will be scheduled when items are set for hearing.
