DISCUSSION
On June 6, 2023, the City Council adopted Resolution No. 23-28 authorizing the use of Ordinance
No. 1438 and authorizing award of a construction contract. To more efficiently acquire construction
services through administrative efficiencies and cost savings of the use of a joint contractor, the City
piggy -backed on the County of Orange's Cooperative Purchasing Program which utilized their Job
Order Contract (JOC) Master Agreement for Pavement Maintenance. The project was awarded to
R.J. Noble Company. The County took the lead for the project and the joint work was aligned and
coordinated with the annual maintenance plans for both jurisdictions. The jurisdictions worked
together to provide a cohesive rehabilitation project for the residents within the shared boundary
areas.
