RECOMMENDATION: It is recommended that the City Council: 1. Appropriate $390,000 from the Land Sale Proceeds Fund (Fund 189); 2. Adopt Resolution No. 24-15, approving the plans and specifications for the Bark Barracks at Tustin Legacy Park project (CIP No. 20091); and 3. Authorize the City Clerk to advertise to receive bids, subject to final approval by the City Engineer. FISCAL IMPACT: The FY 2023-24 Capital Improvement Program (CIP) budget includes $1,200,000 for the construction of the Bark Barracks at Tustin Legacy Park from the Land Sale Proceeds Fund (Fund 189) and Park Development Fund (Fund 131). The engineer's estimated construction cost for this project is $1,500,000 which includes a 10% construction contingency. This estimate has increased from an initial preliminary cost estimate due to additional refinements of the plans and inflationary escalations in material and labor costs. To fully fund this project, including the 10% contingency, staff is requesting to shift the $90,000 in funding from the Park Development Fund (Fund 131) to the Land Proceeds Fund and an additional $390,000 appropriation from the Land Sale Proceeds Fund in the Capital Improvement Program (CIP) budget. The Land Sale Proceeds Fund currently maintains a sufficient balance to accommodate this appropriation. CORRELATION TO THE STRATEGIC PLAN: DocuSign Envelope ID: F5B9B721-6016-49F9-9B8B-4ED6E5B475C9 This project advances Goal A of the City of Tustin Strategic Plan regarding Economic and Neighborhood Development by making improvements to existing parks to expand recreational activities. BACKGROUND: In 2022, staff began developing the idea of a dog park to activate Tustin Legacy Park and bring patrons to the park. At the start of the design process, a public input session was held in conjunction with the Community Services Commission. The two highest priorities identified by the community members in attendance were free -run open space and shaded areas, both of which have been incorporated into the plans. In September 2022, the Community Services Commission selected "The Bark Barracks at Tustin Legacy Park" as the official name of the dog park from a list of options generated through community outreach during the summer of 2022. The 1-acre dog park will be incorporated within existing Legacy Park and feature separate large and small dog areas with natural turf and decomposed granite surfacing, two -gate entry systems, various dog -friendly amenities, and additional lighting for evening hour use. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Tustin, as follows: Section 1. The plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: The Bark Barracks at Tustin Legacy Park CIP No. 20091 Section 2. The City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the completion of work specified in the aforesaid plans and specifications.
